The purpose of the joint meeting was to discuss the Future Land Use Map that will be included in the Comprehensive Plan. Present were Mayor Guenthner, Councilors Bucher, Gmach, and Thomas, Planning Commissioners Spaeth, Hanson, Ebert, Lymangood, and Andersen, City Staff Planner Sherman, Engineer Vander Top, Administrator Colotti, and Planning Technician Jones. Planning Commissioner Theis and Metropolitan Council representatives Phyllis Hanson and Robin Caufman arrived later during the meeting. Excused absent were Councilor Gageby and Planning Commissioners Walli, Kohnen, and Zimmerman. Others present that had signed-in included: Savino Ranallo, Ed Schumacher, Joel Martin, Terry Forbord, Lee Cornelius, Dean Michalko, Diane Sommer, Kathy Dickinson, Gary Dickinson, Virginia Anderson, Sue Ehresmann, Tim Whelan, and Barb Whelan. MOTION by Thomas, Second Gmach to approve the agenda as presented. Voting Aye: All present. MOTION by Gmach, Second Thomas to approve the minutes from August 16, 2001 as presented. Voting Aye: All present. Mayor Guenthner began the meeting by giving an update of the overall project. He briefly discussed what had been accomplished at the last comprehensive plan meeting on August 16, 2001. Mr. Vander Top updated the group on the status of the Natural Resource Sub- Committee. He explained that the sub-committee had met several times and developed a list of recommendations that would be presented at a future meeting. These recommendations focus on preserving the natural resource corridors and the areas of maple basswood trees within the City. The group discussed the tax benefits of commercial/ industrial development versus residential development. Councilor Gmach pointed out that in certain circumstances more tax revenue could actually be generated from high density residential than commercial/ industrial development. The group discussed surrounding communities land uses. The proximity and abundance of commercial development in Maple Grove was discussed. The residential development along the east side of County Road 101 in Maple Grove was also discussed. It was pointed out that multi-family residential should not be used to buffer between commercial/ industrial development and single-family residential. Ms. Hanson, Metropolitan Council Representative, stated that she would like to see a mix of housing types spread out and not centralized. She also stated that multi-family residential development is a good housing option for seniors. It was mentioned that trails and natural resource corridors can be selling points for developers. The group discussed the location of the existing land use in the County Road 101 district. Then based on this discussion, general land use recommendations were made for the land in and around the County Road 101 area. In general, these recommendations included expanded commercial/ industrial development near Mama G’s, multi-family residential development north of County Road 30 along County Road 101, and some single-family residential surrounding the other uses. Called the next joint City Council and Planning Commission meeting of the Comprehensive Plan for September 20, 2001 at 7:00 P.M. At this meeting the Natural Resources Sub-Committee will present their recommendations and the County Road 101 corridor will be refined. MOTION by Gmach, Second Thomas to adjourn, 9:10 P.M.
