BUDGET WORKSHOP

Mayor Guenthner opened the budget workshop at 6:00 p.m., on August 20, 2001.
The purpose of the workshop was to address the proposed 2002 budget.
Present were Councilors Bucher, Gageby, Gmach, Guenthner, and Thomas,
Administrator Colotti, Police Chief Schutte, Public Works Director Meister, and
Clerk Vergin
MOTION by Thomas, seconded by Gageby to approve the agenda. Voting Aye:
Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion Carried)
Mayor Guenthner informed the council that they need to submit the
Administrator’s performance review information to him, and that the
council would hold a closed session at the September 13 council meeting.
Paul Donna, financial advisor with Juran and Moody was present to address
Equipment Certificate Financing. Described two options of financing, one
bond sale or two. With two sales, you get one more year to repay debt,
however, the city would incur two legal bond counsel fees and two issuance
fees. Overall, using one bond sale would save the city approximately $4000.
Also, with two sales you take the risk of interest rates increasing. If an item
is not purchased, as had been anticipated, the monies must then be used to
reduce the debt. There are three methods by which to sell the bonds: 1)
competitive bids; 2) MJK directly underwrites and sells to area residents
and banks; or 3) work with local financial institutions to sell the bonds. To
move forward the City would provide Mr. Donna with the total required to
make the purchases, he would then proceed with preparing the
specifications for the bond proposals. This can be done in November for
sale in December.

The Council then reviewed each department’s Capital Improvement Plan.
Parks –
Remove Building Addition from Year 2003; consider this with the Public
Works Building.
Public Works –
Increased Grader #1 to $171,400 (anticipating $30,000 for trade-in).
Discussed the Public Works Facility – addressed location; establish
committee to evaluate needs and requirements; educate the public for
referendum, leave as is in the CIP.
Police –
Entryway/Bulletproof - change description to Secure Entry. Directed staff
to re-evaluate the needs, look long range for the overall city hall facility,
look at existing blue print of the building, parking requirements, rationale of
why changes needed, provide service to the public and keep facility secure.
Mobile Radios – Hennepin County changing frequency, which is requiring
new radios to be purchased by all emergency service providers. Council

suggested that County Commissioner Penny Steele be contacted regarding
the expense that is being required of the city.
Rename Laptop Computers, year 2003, to Communication Centers.
Technology –
Desktop Computers reduced from $6,000 to $4,000, annually.
LAN Server / Hub, year 2002, reduced from $11,000 to $7,000.
Reviewed the General Operating Budget.
Mayor Guenthner and Administrator Colotti addressed the wage increase
for the City Clerk. Council was in consensus with the increase.
Removed E-commerce from the comment column under Web Page.
General Operating Reserves will be at $24,509.
Reviewed the Planning Department, in-house vs. professional services,
noting that this would be discussed further by the council in the future.
Park dedication fees will be addressed when the council reviews fee
schedules in November/December.
Canceled the budget workshop previously scheduled for August 20.
Preliminary budget approval will be done at the September 13th regular
council meeting.
MOTION by Gmach, seconded by Thomas to adjourn the workshop, 9:15
p.m.
