JOINT COUNCIL AND PLANNING COMMISSION MEETING

Mayor Guenthner called the joint meeting to order at 7:00 P.M. on August 16,
2001. The purpose of the joint meeting was to discuss the Future Land Use Map
that will be included in the Comprehensive Plan.
Present were Mayor Guenthner, Councilors Bucher, Gmach, Thomas, and Gageby,
Planning Commissioners Spaeth, Theis, Hanson, Ebert, and Andersen, City Staff
members Planner Sherman, Engineer Vander Top, Planning Technician Jones, and
Metropolitan Council representative Phyllis Hanson. Planning Commissioner
Lymangood arrived later during the meeting.
Excused absent were Planning Commissioners Walli, Kohnen, and Zimmerman.
Others present that had signed-in included: Ed Kemna; Stan Chastek; Edgar
Zachman; Terry Tomann; Jim Ryan; Rodger Jorges; Laurie Karnes; Ken Kluck;
Pat Tomann; Don Tomann; Ed Schumacher; Dennis Stieg; Randy Hatcher; Vern
Hanson; Dave and Sharen Johnson; Joe Doll; Steven Kohnen; Barry Hay; Phyllis
Hanson; Tom Gleason; Dean Michalko; Lee Cornelius; and Frank Hetman.
MOTION by Thomas, Second Gmach to approve the agenda as presented. Voting
Aye: All present.
MOTION by Bucher, Second Thomas to approve the minutes from July 19, 2001
and July 31, 2001as presented. Voting Aye: All present.
Ms. Sherman and Mr. Vander Top began the meeting by giving an update of the
overall project. They briefly discussed what had been accomplished at the last
comprehensive plan meeting on July 31, 2001 and what the natural resources sub-
committee had accomplished so far.
Ms. Sherman reviewed the six goals that were developed at the previous
comprehensive plan meeting on July 31, 2001. These six goals included the
following:
· Improving Traffic Flow
· Preserving the Natural Resources Corridor(s)
· Providing a Mix of Housing Types
· Promoting a Pedestrian Friendly Environment
· Supporting the Central Business District
· Preserving Rural Character
Ms. Sherman and Mr. Vander Top discussed the key points that needed to be
defined at this meeting for both the Downtown District and the State Highway 55 -
County Road 19 District. Specifically, these key points included identifying the
general location of land uses and infrastructure. Anything more detailed would be
considered during the individual district meetings later in the planning process.
The map of the Downtown District with overlays was presented to the group. Then
the process of identifying the general location of land uses using various colored
squares was explained.

Population and household trends and projections were presented at the meeting.
Population and household figures were presented for 2000 and population and
household projections were presented for 2020. For 2000, the population was
5,630 and the households were 1,784. For 2020, the population projection is 6,852
and the household projection is 2,234. Projections were obtained from the
Metropolitan Council.
The option of density bonuses was discussed as an option for the City to
implement that would encourage natural resources preservation.
The group discussed the location of the natural resource corridors and the existing
land use of the district. Then based on this discussion, general land use
recommendations were made for the land in and around the Downtown District. In
general, these recommendations included expanded commercial development,
multi-family residential development, and some single-family residential
development on the fringe of the Downtown District.
The group finished up the discussion of the Downtown District with possible
sewer and lift station locations. More information was requested from staff for the
next meeting.
The map of the State Highway 55 - County Road 19 District with overlays was
presented to the group. Then the process of identifying the general location of land
uses using various colored squares was explained again.
Mr. Don Tomann from UMC stated their intent of building a new building for
UMC next to their existing building. He also stated their interest in extending
sewer from Medina and/or Loretto to service the proposed area. According to Mr.
Tomann a meeting of neighboring property owners took place on Monday, August
13, 2001. However, this meeting was informational only and no decisions had been
made at this point.
The group discussed the location of the natural resources corridors and the existing
land use of the district. Then based on this discussion, general land use
recommendations were made for the land in and around the State Highway 55 –
County Road 19 District. In general, these recommendations included expanded
industrial development, limited commercial and multi-family residential
development, and some single-family residential development on the fringe of the
State Highway 55 - County Road 19 District.
Recessed at 8:50 P.M. for five minutes to discuss possible meeting dates then
reconvened at 8:55 P.M.
Called the next joint City Council and Planning Commission meeting of the
Comprehensive Plan for September 5, 2001 at 7:00 P.M. At this meeting the future
land use for the County Road 101 District for the northeast section of the City will
be discussed.
MOTION by Thomas, Second Bucher to adjourn, 9:00 P.M. Voting Aye: All
Present.
