BUDGET WORKSHOP

Mayor Guenthner opened the budget workshop at 6:00 p.m., on August 6, 2001.
The purpose of the workshop was to address the proposed 2002 budget.
Present were Councilors Bucher, Gageby, Gmach, Guenthner, and Thomas,
Administrator Colotti, Police Chief Schutte, Public Works Director Meister, Clerk
Vergin, Engineer Vander Top and Planning Tech Jones.
Administrator Colotti provided an overview of the legislative impacts and their
affects on the City budgeting process.
Identified the preliminary levy limit of $1,244,878, based on data provided by the
League of MN Cities and the State. The final levy limit will be forth coming.
Any monies not allocated to the general operating fund, up to the levy limit will be
transferred to the General Operating Fund Reserves. This is based on the auditor’s
recommendation to increase the General Fund Reserve balance, from the city’s
2000 audit report.
Identified three other levies that the City will have that are not restricted by the
levy limits: Equipment Certificates; Bonded Debt Fund – Road Improvement; and
EDA Lease Revenue Bond.
Addressed the use of Equipment Certificates. The council requested that a
representative from Juran and Moody be present at the next budget meeting to
provide further details on this type of financing tool.
Directed staff to provide additional information on bonding limits and restrictions
for the City of Corcoran for both long term and short term financing.
Reviewed the general revenue budget.
Noted the city will need to be cautious in setting fees, as they will need to be
justified per new legislation. Rather then looking at increasing building permit
fees, subdivision/ development fees should be analyzed.
Reviewed the general disbursement budget.
Need to look at setting a policy to fund current city obligation for sick, vacation
and comp time owed to employees.
Addressed tracking and allocation of code enforcement legal fees.
The Council directed Administrator Colotti to provide a status report of ongoing
code violation cases.
Agreed to review the Capital Improvement Plan at the next budget workshop.
Engineer Vander Top addressed a Pavement Management Plan.
Tentatively set a continuation of the 2002 budget workshop for 8/20/01.
A motion was made to adjourn the workshop, 9:18 p.m.
