JOINT COUNCIL AND PLANNING COMMISSION MEETING
JULY 31, 2001

Mayor Guenthner called the joint meeting to order at 7:10 p.m., on July 31, 2001.
The purpose of the joint meeting was to discuss the Future Land Use Map that will
be included in the Comprehensive Plan.
Present were Mayor Guenthner, Councilors Bucher, Gmach, and Thomas,
Planning Commissioners Spaeth, Theis, Hanson, Ebert, Walli, Lymangood, and
Andersen, City Staff members Planner Sherman, Engineer Vander Top, Natural
Resource Planner Buss, Administrator Colotti, Planning Technician Jones, and
Met Council representative Phyllis Hanson. Planning Commissioner Kohnen
arrived later during the meeting.
Excused absent were Councilor Gageby and Planning Commissioner Zimmerman.
Others present that had signed in included Tom Soomer, Di Sommer, Gary
Dickinson, and Tom Gleason.
MOTION by Gmach, seconded by Thomas to approve the agenda with two
additions to call the August 9, 2001 Code Book Workshop for 6:00 p.m. and to call
the August 16, 2001 Comprehensive Plan Meeting for 7:00 p.m. Voting Aye: All
Present.
Ms. Sherman started the meeting by giving a general overview of the
comprehensive plan. She explained that the comprehensive plan is intended to be
general and thus, it is very different from the zoning ordinance, which is quite
precise.
Ms. Buss continued the discussion by explaining the natural resources aspects of
the plan. Ms. Buss gave an update of the progress the natural resources sub-
committee had made at their first meeting. According to Ms. Buss the committee is
currently in the process of establishing priorities and requested some additional
information from staff for the next meeting.
Ms. Sherman presented a set of population figures and projections. The
presentation included both 1990 and 2000 census figures for population and
households. Projections from the Metropolitan Council were also presented which
showed the population of the City of Corcoran increasing to 6,852 residents by the
year 2020.
For discussion purposes Ms. Sherman presented several housing design
alternatives for 5-acre sites with varying densities. The alternatives included
combinations of apartments, twin homes, and town homes.
Mayor Guenthner started the discussion on the downtown district. It was decided
that a mix of residential, commercial and possibility a small amount of clean
industrial development is possible for the downtown area. However, there was
little consensus on the exact density or location of the development. The issue over
sustainability of commercial development was raised, given the amount of
commercial development in Maple Grove and its proximity to Corcoran. The issue
of extending water and sewer lines to the downtown area was also raised.

Mr. Vander Top presented the idea of realigning County Road 10 to Meister Road
as part of the downtown district plan. By realigning County Road 10 a majority of
the traffic through the existing downtown would be redirected. This would make
the existing downtown area more pedestrian friendly.
During a continued discussion on the downtown district plan, the following goals
were developed:
· Improving traffic flow
· Preserving the natural resource corridor
· Providing a mix of housing types
· Promoting a pedestrian friendly environment
· Supporting the central business district
· Preserving rural character
Announced a City Council Workshop for August 9, 2001 at 6:00 p.m. regarding
the Code Book.
Announced the next joint City Council and Planning Commission meeting for the
Comprehensive Plan for August 16, 2001 at 7:00 p.m. The first half of the meeting
will be spent finalizing the future land use map for the downtown district and the
second half of the meeting will be spent discussing the State Highway 55 and
County Road 19 district.
MOTION by Guenthner, seconded by Thomas to adjourn, 9:30 p.m. Voting Aye:
All Present.
