COUNCIL WORKSHOP
JULY 26, 2001

Acting Mayor Bucher called the workshop meeting to order at 7:00 p.m., on July
26, 2001. The purpose of the meeting was to address the City Codes.
Present were Councilors Bucher, Gageby, Gmach and Thomas, Administrator
Colotti, Police Chief Schutte and City Clerk Vergin. Mayor Guenthner arrived
later during the meeting.
Reviewed where the council had left off with the revisions to the codes.
Planning Commission – concurred with draft establishing the Commission. They
will be responsible for establishing bylaws in which they will operate.
Board of Appeals and Adjustment – It was the consensus that the Council will act
as the Board and that language will be placed in Section 1 addressing the Board
and the process of the Board.
Waste Water Commission – concurred with the draft establishing the Commission.
They will be responsible for establishing bylaws in which they will operate. The
WWC has the final authority to approve septic variances. Provisions will allow for
an applicant unhappy with the WWC decision to appeal to the Council.
Reviewed the existing ISTS (Individual Septic Treatment Systems) Ordinance.
Modifications were made to make the ordinance consistent with the WWC and
Council authorities over septic systems. The rules 7080, which are referred to in
the ordinance will be made available at the city office.
Note: Staff is to attach reference material when used as a reference in any reports.

Addressed the septic card inspection program.
The Council, WWC and Planning Commission need to be ready to react to
situations where properties do not have any additional alternative sites for septic
systems. Need to be looking at new technology and options that will be available.
Addressed having a speaker come to address alternatives before the council
and commissioners.
Directive for next meeting – Chief Schutte and Administrator Colotti to
address the Traffic Codes, Chapters 70, 71 and 72.
Next Workshop set for August 9, 2001 at 6:00 p.m.
Motion by Bucher, seconded by Thomas to adjourn, 6:55 p.m. Voting Aye:
Bucher, Gageby, Gmach, Guenthner and Thomas.
