HomeMy WebLinkAbout2001-07-01 Council Minutes Joint City Council/Planning Commission Meeting Minutes July 10, 2001 Called to Order Called to order at 7:00 PM by Mayor Guenthner. Attending Council: Ken Guenthner, David Gageby and Ron Thomas Planning Commission: David Andersen, Dorothy Theis, Greg Ebert, and Diane Walli Staff/Consultants: Administrator Roberta Colotti, Planer Cindy Sherman, Engineer Vince Vander Top, and Landscape Architect Sherri Buss. Public Attending: Chuck Lymangood, Tom Gleason, Kathy & Gary Dickinson, Diane Sommer, and Terry Forbord. Absent: Council: John Bucher and George Gmach Planning Commission: John Spaeth, Loren Kohnen, Terry Zimmerman, and LaVerne Hanson Jr. General Business ! Motion: RT/DG; all in favor – to approve the agenda as amended to include payment of claims. ! Motion: DG/RT; all in favor – to approve the joint meeting minutes of June 21, 2001 as presented. ! Motion: RT/DG; all in favor – to approve payment of claims #1728-1769 totaling $80,586.31 and pre-paid claims totaling $24,032.05 for a combined total of $104,618.36 as presented. ! Motion: RT/DG; all in favor – to cancel the regular city council meeting scheduled for June 12, 2001. ! Mayor Guenthner called a workshop of the city council for July 26, 2001 at 6:00 PM at the City Hall for the purpose of reviewing the city codebook and general business. Comprehensive Plan ! NAC Planning Consultant Cindy Sherman presented an overview of the meeting agenda and purpose. That being to establish a time frame for completion of the project, review of the natural resource inventory, establishment of a sub- committee to review the natural resource inventory in greater detail, review a summary of the tactics study, review of existing documentation, and make some determinations regarding the draft land use map. ! Bonestroo Landscape Architect Sherri Buss presented a revised copy of the natural resource inventory map that showed additional detail. She indicted that this map is still a draft and that if anyone has suggested modifications that they should let her know. The community in making a determination on trails; parks and water resource locations can use the natural resource inventory information. The inventory is to be used in conjunction with the other elements (i.e. infrastructure and land use) in preparing the comprehensive plan. Commissioner Andersen asked how the information could be used and how we can measure success once the information is included in the plan. He also stated that he would like information on the surrounding area natural resources. Ms. Buss responded that the community will need to set goals for resource protection. She offered to provide samples from other communities of the goals they set. The Natural Resource map has been overlaid with the exiting trail map and will be presented in this format at a future meeting. She said that the natural resource areas identified do have some region wide connections. She will present maps from neighboring cities for the committee’s review at a future meeting. Councilor Gageby asked for a definition of “Natural Community of Statewide Significance” as presented on the draft map. Ms. Buss reported that the DNR had conducted a study of natural resources and that these were the areas identified by them. Only about 5% of the state is so designated. So it is rare to have this type of designation in a community. Ms. Buss explained that there is a map produced by the Hennepin County Conservation District (HCD) that identifies all wetlands. She said that there is a difference between a legally defined wetland area and those areas that an ecologist would value. The HCD wetland map can be overlaid with our inventory and presented at future meeting. Action Steps The natural resource inventory map that was presented this evening identifies what areas an ecologist would value. The next step is for the community to evaluate the natural resources and the value to the community. It is suggested that a sub-committee of the full committee plus citizen volunteers be established. The sub-committee may even want to take a field trip out to the various natural resource sites. Committee authorized the establishment of natural resource sub-committee. Volunteers committed at the meeting were: David Andersen, Chuck Lymangood, David Gageby, and Greg Ebert. The following additional people are to be contacted: Members of the former natural resource inventory committee, current applicants to the Planning Commission. Planning Consultant Sherman is to report to the full committee on July 19th or the City Council on July 26th the status of the sub-committee membership and the anticipated meeting schedule. ! Bonestroo Engineer Vince Vander Top discussed transportation, community facilities such as water and sewer and trails as they relate to the comprehensive plan. He indicated that our natural resource inventory and trail map already show a level of compatibility. The trail map also shows where park locations could be. The Committee will need to review this existing information and update it for today’s effort. He stated that discussion by the Committee on water, sewer, roads, and trails needs to take place as part of the comprehensive planning effort. However, we do not need to get to the level of detail so as to know the exact costs and how these systems will get built. ! Planner Sherman presented a revised draft land use map. This map incorporated the natural resource inventory information. It was based on a traditional development pattern using the Municipal Urban Service Area (MUSA). This map was intended to be a starting point for the Committee discussion process. The Committee was not comfortable with the map as presented. However the members were comfortable with the following elements of the map: - Commercial Areas as identified by red markings - Medium/High Density Areas as identified by the salmon markings - Provision of some sanitary sewer service to the existing downtown area - Possibility of senior house options in the downtown area if sanitary sewer service is provided. - Recognition that Co. Rd. 19 development area is the result of many years of discussion. It was suggested that the Committee develop a set of scenarios. The consultants would then develop maps portraying these scenarios for consideration at the June 19th meeting. (Note: Maps will be presented the evening of the 19th vs. being available in the agenda packet sent out the Friday before the meeting) The following scenarios were identified: - 1 in 10 development/What we have now expanded out over time. - Development Rights with or without clustering - Maple Grove type development - Increased commercial/industrial development Adjournment !
