Comprehensive Plan Meeting Minutes
June 21, 2001
Called to Order
Called to order at 7:00 PM by Mayor Guenthner.
Attending
Council: Guenthner, Bucher, Gmach, and Thomas
Planning Commission: Spaeth, Theis, Kohnen, Zimmerman, Ebert, Walli
Staff/Consultants: Administrator Colotti, Planning Consultant Sherman, Engineer Vander
Top, Attorney Carson, and Natural Resource Planner Buss.
Absent:
Council: Gageby
Planning Commission: Eiden, Andersen, and Hanson Jr.
Approve Agenda
There were no modifications to the agenda as presented.
Comprehensive Plan
! Natural Resource Expert Sherri Buss presented the results of the natural resource
inventory. She presented a written overview and a map. The next step is for the
map to be input into the Geographic Information System (GIS). This will allow it
to be shared and incorporated into the comprehensive plan.
The City Council (CC) & Planning Commission (PC) discussed the level of detail
they wanted in the comprehensive plan as it relates to land use plans based on the
natural resource information. Sherri said that this is the issue each community that
she has worked with struggles with and that we will have to find a balance that
works for us.
The CC/PC set the following meeting dates for continued review of the natural
resource inventory and overall comprehensive plan. It was requested of City
Planner Sherman that a detailed task list be tied into the remaining time frame and
presented at the next meeting. They discussed using a sub-committee of the whole
for detailed study. It was determined that future open house dates will be set after
the CC/PC have a better outline and understanding of the project themselves.
DATES: July 10th, July 19th, July 31st ā All at 7:00 PM at the City Hall
! City Attorney Jeff Carson provided a revised draft of the home occupation
ordinance, based on past council direction. The Planning Commission and City
Council had an opportunity to discuss the changes made since the Planning
Commission last reviewed the document in Nov./Dec. 2000.

The CC/PC gave direction to the City Attorney to make a few modifications to the
final ordinance and to return it to the City Council for final adoption and approval
on July 26, 2001. Directed modifications included: Definition of Occupant/Legal
Resident, Strike item āCā in Section 6, Modify Section 7 appeal time from 5 to 10
business days.
Survey Submittal Requirements
! Planning Commission requested that the City Council consider modifying the city
code requirement for conditional use permits and variances. They requested that a
survey, showing all buildings, be required for any property under 10 acres.
Councilor Gmach felt that the current requirement that gives the Planner
discretion to determine when a survey, plot plan or drawing would be necessary is
sufficient. This issue was referred to the July 12th city council meeting for final
consideration.
Accessory Structures Ordinance
! The Planning Commission requested that the City Council consider modifying the
accessory structure ordinance to allow for a greater number of permitted sizes.
Currently the guide chart and ordinance require a conditional use permit (CUP)
for all buildings larger than 3,175 square feet. The City Council was in agreement
that the ordinance and guide chart should be modified. Direction was given to
City Planner Sherman to develop a revised ordinance & guide for future
consideration by the Planning Commission and then City Council.
