Mayor Guenthner called the regular council meeting of June 14, 2001 to order at
7:00 p.m. Present were Councilors Bucher, Gageby, Gmach, Guenthner and
Thomas, Administrator Colotti, City Clerk Vergin, Police Chief Schutte, and
Engineer Vander Top.
There were numerous people in attendance.
The Pledge of Allegiance was said.
MOTION by Bucher, seconded by Thomas, to approve the agenda, with the
changes and additions: Planning Report to be given by Administrator Colotti in
the absence of Planner Sherman; the discussions regarding the County Road 19
and 101 projects would be moved to the civic center to view design maps;
Council and Mayor’s Reports would include information on legislative impact
and smart growth. Voting Aye: Bucher, Gageby, Gmach, Guenthner and
Thomas. (Motion Carried)
Open Forum – Mary Solheim requested to speak regarding blight of junk
vehicles. Would like to see the city implement an ordinance that would have
more “bite”. Make the violators take it more seriously.
Chief Schutte explained that presently this type of violation is treated as a
misdemeanor, which goes before a judge; generally the first offense receives a
fine of $25 to $50, to cover court costs.
Mayor Guenthner informed Ms. Solheim that the council is presently working on
revisions to the ordinances and the council will follow this up.
Ms. Solheim also suggested that the city budget for a CSO (Community Service
Officer), allowing more follow up to these matters.
MOTION by Thomas, seconded by Bucher, to approve the consent agenda,
approving the May 24, 2001 Workshop Minutes, the Claims and Description of
Claims, Assessor’s Contract, Hennepin County Ag. Society Bingo License, and
Hennepin County Fair Fireworks Display License. Remove Council Minutes of
May 24, 2001 for discussion. Voting Aye: Bucher, Gageby, Gmach, Guenthner
and Thomas. (Motion Carried)
MOTION by Bucher, seconded by Thomas, to approve the amended Council
Minutes of May 24, 2001, page 3: “…. addressed and clarified where to require
concrete bituminous curbing,” and page 5: “Thomas -. Would like to see no
employees, but could work with those existing to grandfather them in. willing to
work with those home businesses currently in existence”, and “Addressed the
employee matter further. Recommend that Section 9 of the draft ordinance dated
May 17, 2001 be amended to indicate that applicants for home occupation
licenses will be given consideration for the number of employees that existed
nine months can be proven to have actually existed within the nine month period
prior to May 24th, 2001 would be permitted; however, if the business does not
come in to register with the city within a set period of time, they will be required
to meet the new criteria of no employees”. Voting Aye: Bucher, Gageby,
Gmach, Guenthner and Thomas. (Motion Carried)
Judy Fehn of St Walburga and St. Martin’s Catholic Aid Councils, Hennepin
County Sergeant Storms, and Police Chief Schutte were present to address the
Teddy Bears for Tots donations.

Chief Schutte informed the audience and council of the generous donations that
have been made and that the stuffed animals are used to comfort small children in
various crisis situations.
Sergeant Storms reiterated that they are appreciated, and are given to small
children involved in accidents.
Judy Fehn presented additional donations that have been collected to be used by
the Corcoran Police Department and Hennepin County Sheriff’s Department. Ms.
Fehn noted that donations would also be distributed to the Rogers Police
Department, as they have collected well over 400.
Chief Schutte noted that they would distribute some to the North Ambulance for
their use in responding to calls.
Mayor Guenthner presented a Proclamation to Ms. Fehn acknowledging the
businesses, organizations and individuals that had show compassion and
commitment to the communities through their generous donations to the Teddy
Bears for Tots.
Administrator Colotti reported that Planning Commission Chair Pete Eiden has
submitted a resignation from the Commission and therefore the vacancy will
need to be filled. Vice Chair David Anderson will fulfill the duties of Chair and a
new Vice Char will be selected by the Commission.
The Council directed that this be placed on the Commission’s next agenda for
them to make a recommendation on moving an alternate to the vacancy. That
Administrator Colotti proceed to advertise for an alternate, and solicit to past
interested individuals.
MOTION by Gmach, seconded by Bucher to adopt Resolution No. 2001-43,
approving a 4,808 square foot accessory building at 10440 Trail Haven Road.
Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion Carried)
Addressed amending the accessory building ordinance. It was the consensus of
the council to table this matter, referring it to the commission for review.
Reviewed the time frame established for the budgeting process.
Craig Twinem, Hennepin County Transportation, was present to address the
reconstruction projects for County State Aid Highway 19 and County State Aid
Highway 101.
The council moved from the council chambers to the civic center to review the
proposed design.
CSAH 101 – to be reconstructed with suburban section from Highway 55 to
Hackamore Road / AKA County Road 47. There will be no city participation
required of Corcoran. Time line for the project is to start April 2002, with
completion in September 2002. Traffic will be rerouted to County Road 116.
CSAH 19 – this is a reconstruction from Highway 55 to County Road 117.
Consisting of 8 foot paved shoulders, left and right turn lanes, realignment of
Pioneer Trail/CSAH 19 intersection, realignment of County Road 117/CSAH 19
intersection located in Hanover, and an off road pedestrian trail on the east side.
Hennepin Parks have committed to maintaining the off road trail system, which
will be bituminous, and will not be utilized by snowmobiles. The over all cost of

the project is 12 million. It is anticipated to be a two-year project, scheduled to
begin in April 2003.
What Hennepin County is requesting at this time is for the City to approve the
preliminary layout, allowing the County to proceed forward with detailed design
and development of construction documents.
The council moved back into the council chambers.
MOTION by Thomas, seconded by Gageby, to approve Resolution #2001-41
approving the preliminary layout for CSAH 101, as presented by Hennepin
County. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion
Carried)
MOTION by Gageby, seconded by Gmach, to approve Resolution #2001-42
approving the preliminary layout for CSAH 19, as presented by Hennepin
County.
Discussion of Motion:
Thomas – concerned with the cost to the city, only a small portion of the
residents utilize CSAH 19.
Bucher – reflects same thoughts, but notes that it is a great project.
Gageby – concerned with the costs, but there are other issues to address first, and
then negotiate costs with the county.
Guenthner – this is procedural, but this approval should not be a commitment to
partner with the county until all final and actual costs are known by the city.
Gageby – is there any way to allocate costs of the project to other cities.
Craig Twinem – this is an existing two-lane road that is being reconstructed to
remain a two-lane road, making safety improvements.
Gmach – we all use other city roads and are not charged for those improvements.
There needs to be room for negotiation, the county has a cost sharing policy
which can be addressed at the appropriate time.
Guenthner – the city is gaining six miles of trails, areas of benefit that are
intangible.
Gmach – TIF is to be used for the highest and best use of funds, this project is
eligible for use of these funds; need to look at the best interest for all.
VOTE ON MOTION: Voting Aye: Bucher, Gageby, Gmach, Guenthner and
Thomas. (Motion Carried)
Reviewed the 2001 Project Priority Mid-Year Report. Keeping on track, some
items taking longer than anticipated, but making good progress.
Mayor Guenthner called two meetings. A public meeting for June 21 at 7:00 p.m.
jointly with the council and planning commission to address the comprehensive
land use plan and the home occupation ordinance. A workshop on June 21 at
6:00 p.m. to review the city codes and employee handbook.
Information pertaining to the potential State shutdown and its affect on cities was
distributed to the council for their review.
Councilor Thomas addressed the Smart Growth article that had appeared in the
Crow River News. Some concerns were raised as it appeared by the article that
the individuals were representing the City at the smart growth meeting, however

they in fact were not. The city is currently going through a formal process of up
dating the Comprehensive Land Use Plan with grant monies from the Met
Council.
Administrator Colotti was directed to contact Phyllis Hanson of the Met Council
regarding the article and then report back to the council.
MOTION by Thomas, seconded by Bucher, to adjourn the council meeting, 8:27
p.m. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion
Carried)
