Mayor Guenthner called the regular council meeting of May 10, 2001 to
order at 7:00 p.m. Present were Councilors Bucher, Gageby, Gmach,
Guenthner and Thomas, Administrator Colotti, Attorney Jeff Carson,
Engineer Vander Top, City Clerk Vergin and Public Works Directed Pat
Meister.
There were numerous people in attendance.
The Pledge of Allegiance was said.
Open Forum – No one was in attendance for the open forum
MOTION by Thomas, seconded by Bucher, to approve the agenda with
the additions of 8(a)-Streeter Development, and 12-Resolution #2001-31.
Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion
Carried)
MOTION by Gmach, seconded by Thomas, to remove the Council
Minutes of April 26, 2001 from the consent agenda, but approve the
remaining items including the April 19, 2001 Workshop Minutes and the
Claims and Description of Claims. Voting Aye: Bucher, Gageby,
Gmach, Guenthner and Thomas. (Motion Carried)
MOTION by Bucher, seconded by Thomas to approve the Minutes of
April 26, 2001 as corrected. Voting Aye: Bucher, Gageby, Gmach,
Guenthner and Thomas. (Motion Carried)
Mayor Guenthner reviewed the public hearing process for those present.
PUBLIC HEARING – ROAD STABILIZATION
Mayor Guenthner called the public hearing to order at 7:10 p.m., as
posted, published and noticed, for the purpose of addressing road
stabilization, also referred to as dust control.
Heard a report on the project from Engineer Vander Top. This is
the second year the city has done this type of assessment project
for dust control. The benefit of such a project is to keep dust down,
keeps gravel on the roads, which ultimately will save tax dollars.
There is still a voluntary dust control option available to those that
have not been included in the city’s project.
It is the intent of the city’s project to treat everyone equitably and
fairly. This year the area has been expanded to include more
neighborhood and collector roads. There are a total of 22 areas
proposed within the project area. This could change pending public
comments and council decisions.
The City has allocated
$20,000 to this project from
the general fund to be used to
fill in the gaps to make it
more economical for
everyone.

There are three decisions that need to be made by the Council.
1. Should paved roads that access onto gravel roads be assessed.
2. Should the contribute more than $20,000 to the project.
3. Do they want to see Mohawk included in the project.
Summary of Public Comments:
Doug Johnson, 10214 Bechtold Rd. – Explain option 1 versus option 2.
Vander Top – This is relative to whether or not paved areas should be
included. If paved areas are included, such as Corcoran Trail, then the
overall assessment to everyone is reduced. This is a decision the council
needs to make.
Marvin Herwig, 9410 Fox Valley Rd - Feels it does help, and
questioned paying fee.
Staff responded that the fee can be prepaid or it will be placed on the
taxes.
Bill Hanson, 9320 Cain Road – How much money is the city saving,
moved to the country knew he would have a gravel road.
Larry Van Blaricom, 2910 Hidden Ponds Drive - Entire town should
be paying for this service.
Pat Roehl, 10120 Hage Drive – There is no benefit if not all of the
culdesac is done.
Randy Eckhoff, 9947 Chisolm Trail – Has some concerns, sees little
benefit, and wants to know what the toxicity levels are and the
corrosiveness of the material used.
Erika Wickham, 19600 Schutte Road – They are far enough off of the
road, do not feel that their road should be included.
Linda Gammelgaard, 20925 Hidden Ponds Drive – Would like to see
regular road maintenance, more grading to the roads.
Don Hemming, 9801 Chisholm Trail – Also questioned the
corrosiveness of the magnesium chloride and feels that there are
inconsistencies with the application of the material that needs to be
addressed. Questioned the cost.
Responses from staff and council – there have been tests done, it is less
corrosive then salt is, and it has a rust prohibitive additive. Cost is
61cents per foot, a mile is $3200. Will deal with issues as they arise and
modify the program accordingly to make improvements to the program
continuously.
Pat Weber, 10600 Bechtold Rd - Last year it was presented as an
experiment, want to hear figures of what the program is saving the city.
Rick Roberts, 9723 Chisholm Trail – Did not see any improvement to
the road from last year’s application, would rather see it paved.
Jason Cramer, 19420 Schutte
Rd – If the city is subsidizing
the program with $20,000, if an
individual opts out of the
program would they be entitled
to a rebate.
Joanne Faue, 21033
Horseshoe Trail – Questioned
if the city has approached
Polaris to donate to the project.
They have generated a lot of
traffic. Should do all roads and
include it in the taxes.
Mike Kariniemi, 6855 Willow
Drive – Pave or treat all roads.
If there is a benefit all pay.

Leanne Faue, 6250 Mohawk Drive – Should require Polaris to
contribute.
Paul Aarsvold, 20840 70th Avenue N. – Moved to the country for
country experiences, gravel roads are safer with less traffic.
Lila Brown, 10200 Highland Ridge – Wants the project, willing to pay
for it, should treat all roads.
Jeff Green, 9580 Cain Rd – They did a better job then the city by
applying dust control themselves.
Chris Larson, 7500 Kalk Road - Their road has been done for 6 – 7
years, should test that stretch of road to see the benefit.
Response – set standards to meet each year, not all roads have been
treated consistently over the years. The type of gravel base, maintenance
schedule, topography, climate, etc., all have bearing on how a road will
react to the magnesium chloride. The experience is what justifies moving
forward with the project. To test and compile data will cost money,
more effective to use that money towards the project. The gravel budget
is one of the largest the city has, but is one that also gets cut during the
budget process. At present the city is behind in the placement of gravel,
and is trying to remedy that, so savings is not being seen at this time with
regards to gravel expenses, but will eventually.
Cheryl Hawes, 10600 Trail Haven Rd – Would prefer to pay the
money to have more gravel on her road then for the dust control.
Jim Clemons, 19860 County Road 10 –
Matt Faue, 6315 Willow Drive – Feels that the $20,000 contribution by
the city is not much, would like to see the city contribute more.
Resident on Rush Meadow Lane – Reiterated concerns with culdesacs.
Cindy Peterson, 10620 Cain Road – There is a savings to them, there is
an obvious difference, and questioned if the cost would be less next year
as the program continues.
Larry Van Blaricom, 20910 Hidden Ponds Drive - Questioned how
many applications would be done, and will they be doing any grading.
Response – there will be two
applications, June and again
between July and August.
Bill Hanson, 9320 Cain Road
– Going to raise taxes, either
through an assessment or
through the general fund budget.

applications a year does not
seem sufficient.

Chisholm Trail – Hubbard
County provides for dust control
on all roads, at no cost to
anyone. Snowplowing removes
gravel from the roads in the
winter.

Council Discussion –
Dust Control
Councilor Gmach questioned if Schutte Road should be removed from
the project.
P.W. Director Meister responded that Schutte had been included for
maintenance reasons.
Councilor Gageby asked that Meister identify the benefits of such a
program.
Meister responded that residents will see the benefit more during the hot
dry months. Currently dealing with wet roads, but once chloride is
applied the roads become harder and therefore less grading is required.
Councilor Gmach noted that some areas of Steig Road had not been
treated and that there was a dramatic difference.
Mayor Guenthner questioned if
any traffic counts had been
conducted to identify the
increase created by Polaris; and
questioned why that type of
product is being used.
Meister responded that he did
not have any information on
traffic counts, and that
magnesium chloride was chosen
as being the better product to
use.
Councilor Bucher noted to the
public that if anyone had
information that would be
beneficial to the city regarding
materials that they should
supply that to the city.
Addressed the toxicity questions
that had been raised. There is a
by-product in gravel, silica,
which is deemed unsafe. There
is no documentation available
on detrimental effects caused by
magnesium chloride. It is
similar to the use of salt for
winter road maintenance.
The inconsistent applications to
the culdesacs last year was done
due to a miscommunication,
however this year that has been
addressed and will not happen.
Councilor Bucher noted that the
plan in place may not meet
every ones expectations but it is
a step forward.
Councilor Thomas stated that
other cities have been doing this
and there is evidence of savings
over the years.
Mayor Guenthner reviewed the
progress the city has made in
the past years and the efforts
that are being made presently to
achieve better standards of
roads within the community.
The city is operating on a very
lean budget, which creates a
challenge to do a greater good
with less money.

MOTION by Gmach, seconded by Thomas, to direct staff to prepare the
final assessment roll for consideration at the May 24, 2001 council
meeting. The assessment roll shall be inclusive of the bituminous areas
identified as Areas 1, 5 and 17 at the rate of ½ a unit; 2/3rds of the
$9200.00 remaining from the seal coat budget shall be allocated in
addition to the $20,000 towards the project. Voting Aye: Bucher, Gageby
Gmach, Guenthner and Thomas.
Noted that Schutte Road will be included in the program; that copies of
the assessment roll will be available on the web, as well as at the city
office.
Mayor Guenthner announced that there would be a brief break.

Mayor Guenthner called the
council meeting back to order.
Engineer Vander Top reported
on the status of the Rolling Hills
Road Project. The State has
approved the plans based on the
revised curves; agreements have
been reached with affected
properties; the bid date has been
set for May 17, with council
consideration on May 24, 2001.
With the wet spring there has
been a delay, and anticipate a
completion date of October 31,
2001. Nedegaard, the developer
of Jubert Estates, has stated that
he would like to see an earlier
completion date of August 31,
and is willing to offer a $10,000
incentive to the contractor to
meet the earlier date.
Engineer Vander Top reported
on the Highway 55 Coalition
meeting he had attended. This is
regarding the proposed
improvements and was led by
the Wright and Hennepin
County Commissioners. It was
questioned if the City of
Corcoran would like to send a
representative to these meetings.

was to not send anyone at this time.
Attorney Carson reviewed the revised draft of the Home Occupation
Ordinance with the council. Changes were based on comments from both
the public and the council during the public hearing of April 26, 2001.
MOTION by Gmach, seconded by Thomas to direct Attorney Carson to
revise the Home Occupation Ordinance, addressing the issues identified
below, and to set another public hearing on the revised ordinance for
May 24, 2001:
➢ Section 7B. Will be added to define vehicle and weight
restrictions.
➢ Section 8. Change Conditional Home Occupation Permit
(CHOP) to Conditional Home Occupation License
➢ Include language in the ordinance addressing an application fee,
an annual licensing fee, and an annual review process.
➢ Section 8. to include language that if a change of ownership of
property occurs the permit will automatically be revoked.
➢ Section 8.h. Amend to: Concerns Impact of neighbors …
➢ Section 9. …may allow up to 2 on-site employees; …work
staging will be limited to 4 employees.
➢ Section 10.B. …shall have 12 months to cease and include
language that some form of action must be taken within three (3)
months to show a good faith effort in ceasing the operation.
➢ Section 5. Include language that identifies daycares and other
infrequent uses as being exempt form Home Occupation
requirements.
Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion
Carried)
Staff was directed to look into the Streeter Development, as nothing has
been approved by the City, yet signs identifying space for lease is being
advertised.

Announced that there will be a Workshop on the Employee Handbook
and City Codes on May 24, 2001 at 6:00 p.m.
MOTION MADE AND WITHDRAWN by Guenthner, seconded
by Bucher to adopt Resolution #2001-31, for the City of Corcoran
to welcome the Dalai Lama on the occasion of his visit to the State
of Minnesota and extend to him an open invitation to honor our
City with a future visit.
MOTION by Thomas, seconded by Gmach, to adjourn at 10:05 p.m.
