Mayor Guenthner called the Joint City Council and Planning Commission meeting
of April 19, 2001 to order at 7:00 p.m. Present were Councilors Bucher, Gageby,
Gmach, Guenthner and Thomas, Planning Commission members Andersen, Ebert,
Eiden, Hanson, Kohnen, Spaeth, and Theis, Planning Consultant Cindy Sherman
and Deputy Clerk Cindy Patnode.
Members excused: Walli and Zimmerman
Others in attendance included: Neeme Markus, Marty Wallace, Erika Wickham,
Steven Kohnen, Con Blake, Lee Cornelius, Dennis Stieg, Dan Lange, Robert
Martin, & Michael Brady.
The Pledge of Allegiance was said.
PRESENTATION by Carolyn Dindorf and Jean Miesbauer regarding the stream
survey for the North and South forks of Rush Creek. The Elm Creek Watershed
Commission received a Greenways Grant to study the physical, chemical and
biological characteristics of Rush Creek. In Corcoran, there are 11 miles of creek
in the South Fork of Rush Creek and 8 miles in the North Fork of Rush Creek.
Summary of slide presentation: showed the existing conditions; stated that
development creates more hard surface which affects the overall water flow in the
area and to keep that in mind in the platting process; their suggestions included –
maintain or reduce run-off volumes, maintain peak and timing; promote infiltration
to maintain base flow; reduce imperviousness; maintain stream buffers and
setbacks; control sediment load; use culvert design that provides for low-flow
channel and floodplain flow; and manage livestock grazing to protect the streams.
Council/Planning Commission direction was to look at the fee structure to make it
more affordable to plat property vs. metes and bounds due to the complication of
legal descriptions/easements/more than one division on a property. Also, check
into the current code on divisions – only allowing simple or single line divisions
with a metes and bounds description and adhering to it.
(metes and bounds is a description similar to this – the north ½ of the west ¼ of
Sec. X and would state the amount of acres you have vs. a plat would state Lot 1,
Block 1, Development Name and not list the amount of acres)
Planner Sherman gave an overview of Land Use Plan stating that it does need to be
remapped based on information gathered but waiting for the Natural Resources
Inventory to be completed (not done due to the late spring). Discussion was made
in regard to the fact that there are certain land uses that need sewer, not just water
and to provide places for each in Corcoran; there is not too much demand in
Corcoran for commercial, may gear more toward industrial and to define them
better; provide a map with the neighboring communities land uses; have the best
plan approved when a developer comes in, not just parcel out virgin land without
studying the impact it has regarding water run-off and other issues it could affect;
get trail easements during the development stage; possibly hire a financial planner
to map out the needs the city will incur (that was a debatable issue).
Planner Sherman gave a brief report on the findings of the interviews with local
residents stating the following issues/concerns:

➢ Rural Character – all liked but everyone’s definition varied
➢ Property Rights vs. Government control – big issue in
Corcoran
➢ Implementation of Plan – generally defined and will need to
become more specific as further study if completed
➢ Land Values – the wide discrepancy between cities
neighboring Corcoran (sewer is available in Maple Grove)
➢ Farming – it is becoming less and less economical to farm in
Corcoran due to a number of issues
➢ Parks & Trails – held very favorable to the residents of
Corcoran
➢ Septic systems – individual vs. group systems
➢ Density – favored the two acre minimum but would also like
the density to be 1 building right per 2 acres also.
Planner Sherman stated that she would be going into more detail on each of
these headings for the written report for the Comprehensive Plan and it will
become a narrative form.
With the need of the Natural Resources portion to yet be completed, the
Council chose to delay the scheduled 5/17/01 Open House and reschedule it
for 6/21/01.
