The purpose of the workshop was to address the codification of the city’s ordinances and codes. Present were Councilors Bucher, Gageby, Gmach, Guenthner, Thomas, Administrator Colotti and Clerk Vergin. First chapter reviewed was Abandoned and Junk Vehicles. The overall consensus of the council was to use the model from the LMC, with modifications. 90.15 Findings and Purpose. Delete second half of paragraph beginning with: “The abandonment and retirement of motor . . . . .. “ 90.16 (4) A vehicle being held for storage…” The council wants to clarify holding. Junk Vehicle. (1) Delete (2) Is extensively damaged, with the damage including such things as broken or missing wheels, motor, drive train or transmissions; or (3) Is apparently inoperable; and (4) Does not have a valid, current registration plate. (5) Delete 90.25 Contracts; Reimbursement by MPCA. Delete entire section. Chapter 91 – Animals. After much discussion and review of the city’s existing ordinance and the model provided by LMC, it was the consensus of the council that in general the LMC model is okay, need to be sure to address horse regulations, look at allowing kennels by conditional use permit, and look at incorporating animal units into the ordinance. Directed staff to work with members of the council and bring back suggestions for further consideration at the next meeting. Chapter 92 Nuisances was not addressed, due to the lack of time.
