Mayor Guenthner opened the workshop at 7:00 p.m., on March 15, 2001. The
purpose of the workshop was to address tax increment financing and any other
pertinent city business.
Present were Councilors Bucher, Gageby, Gmach, Guenthner, Thomas,
Administrator Colotti, Clerk Vergin Engineer Vander Top, and Nick Skarich from
Juran and Moody.
MOTION by Thomas, seconded by Bucher, to accept the agenda with the addition
of discussion on office furniture for the Police Department. Voting Aye: Bucher,
Gageby, Gmach, Guenthner and Thomas.
Nick Skarich reviewed the basic concepts of tax increment financing. Addressed
the proposed bill presently before the legislators, authored by Ann Rest. How this
may affect the City of Corcoran and what the city needs to do to be in compliance
with the new bill if it is passed. Amending the municipal district would be
appropriate to be inclusive of the entire city, this would allow the city to spend TIF
increments any where within the city. The actual TIF districts where increments
are collected from will not change. Also, noted that the city may need to decertify
the second district, as the bonds have been satisfied. This matter is being looked
into further.
Briefly addressed projects that would be eligible TIF financing.
In summary, the necessary steps will be taken in the next few weeks to proceed
forward with the public hearing scheduled for April 26, 2001, to consider
amending the TIF district.
Administrator Colotti was directed to contact Hennepin County Transportation
Department regarding the status of CSAH 19, and have some one attend a council
meeting to address the project.
Directed the Police Department to look further into used furniture options.
MOTION by Thomas, seconded by Bucher to adjourn the workshop at 8:20 p.m.
