Mayor Guenthner opened the workshop at 6:00 p.m., on March 8, 2001. The
purpose of the workshop was to address the codification of the city’s ordinances
and codes.
Present were Councilors Bucher, Gageby, Gmach, Guenthner, Thomas,
Administrator Colotti, Chief Schutte, Clerk Vergin and Attorney Carson.
Mayor Guenthner and Administrator Colotti will select the next sections to be
reviewed by the Council. In April will review model ordinances recommended by
the League of MN Cities, and in May follow up with traffic and criminal relating
ordinances.
Agreed that regulations governing the Planning Commission and Wastewater
Commission should be added under Administration.
10.11. (B) Reasonable Time. If the last day is a legal holiday, Saturday or a
Sunday, it shall be excluded.
10.99 General Penalty. Requested Attorney Carson to review and make changes.
30.01 Meetings. All meetings of the Council shall be held in the City Hall,
including special and adjourned meetings, except if any of the Council deems
otherwise unless established elsewhere by council vote.
30.02 Special Meeting. Conform this section to State Statutes.
30.03. Meeting Procedure. Eliminate 1 – 9. Re-word to allow the Council to
conduct business consistent with Roberts Rules of Order, or approved council
rules.
Where every he/she is used replace with “the person” or “the member”.
30.04 – To be eliminated.
Chapter 31. Detail duties of Clerk, Zoning Administrator and Deputy Clerk,
according to State Statutes.
31.03 – keep as is.
32.01 (A) Purpose and intent. The City Council finds that allowing parties outside
the city government to use the City Hall/Civic Center will promote and encourage
public use and awareness of the municipal facilities. and the use will …

32.13 Establishment of Emergency Management Organization. … The Director

Addressed the Civil Defense Plan. Directed Chief Schutte to make the appropriate
revisions and make an annual presentation to the council entailing the Council’s
responsibilities. Attorney Carson was directed to delete that from the ordinance
and reference the Civil Defense Plan.
Noted that the animal ordinance needs to include horse regulations.
Set the next workshop for March 22 at 6:00 p.m. prior to the council meeting. Will
try to address areas that do not require Attorney Carson or Chief Schutte, as both
will not be available for that meeting.
A motion was made to adjourn the workshop at 7:00 p.m.
