Mayor Guenthner called the regular council meeting of February 8, 2001 to order
at 7:00 p.m. Present were Councilors Guenthner, Bucher, Gageby, Gmach,
Administrator Colotti, Clerk Vergin, Engineer Vander Top and Attorney Carson.
Absent was Councilor Thomas, who was excused.
The Pledge of Allegiance was said.
MOTION by Bucher, seconded by Gmach, to approve the agenda, with the
addition of Resolution No. 2001-08 – Hennepin County Recycling Grant. Voting
Aye: Guenthner, Bucher, Gageby, Gmach. (Motion Carried)
Open Forum – No participants.
MOTION by Gmach, seconded by Bucher, to approve the consent agenda, pulling
items 3a & b – Claims for discussion. Voting Aye: Guenthner, Bucher, Gageby,
Gmach. (Motion Carried)
Discussed the claims. Staff will identify for the council all items that may be over
and above the normal budgeted items. Department heads review their budgets
monthly and will be involved with preparing budget forecasts.
MOTION by Bucher, seconded by Gmach, to approve claims #124 – 1274, and
prepaid claims totaling $65,547.48. Voting Aye: Guenthner, Bucher, Gageby,
Gmach. (Motion Carried)
MOTION by Gmach, seconded by Gageby, to adopt Resolution # 2001-07,
authorizing the Mayor and City Administrator to enter into an amended grant
agreement with the Metropolitan Council for the purpose of preparing a natural
resource inventory, comprehensive plan and three district plans. Voting Aye:
Guenthner, Bucher, Gageby, Gmach. (Motion Carried)
MOTION by Bucher, seconded by Gageby, to adopt Resolution # 2001-08,
authorizing the Mayor and City Administrator to execute an agreement with
Hennepin County to receive funding to continue maintaining a recycling program
for Corcoran residents. Voting Aye: Guenthner, Bucher, Gageby, Gmach. (Motion
Carried)
MOTION by Gageby and Gmach, to order a public hearing to be held on March
22, 2001, for the purpose of considering raising liquor license fees and
implementing an investigation fee. Voting Aye: Guenthner, Bucher, Gageby,
Gmach. (Motion Carried)
Attorney Carson informed the council of their rights to impose a civil penalty
against a liquor license holder for a liquor violation. In order to impose these
penalties the city needs to have a policy in place, identifying the fines and the
process. If the city chooses not to be involved, then the State would handle the
violation. It was Carson’s recommendation to the Council to proceed with
establishing a policy and react to the violation that occurred in February 2000.

Council directed Attorney Carson to proceed with preparing the policy, setting the
fines as follows, and to order the hearing against the violator.
$300 for the first offense; $600 + 2 days suspension for the second offense; $900 +
18 day suspension for the third offense and $1200 + license revocation for the
fourth offense.
MOTION by Gmach, seconded by Bucher, to authorize staff to proceed with
acquiring quotes for the 2001 street maintenance work, as outlined in the report
prepared by Engineer Vander Top, dated February 8, 2001. Voting Aye:
Guenthner, Bucher, Gageby, Gmach. (Motion Carried)
MOTION by Bucher, seconded by Gageby, to adjourn the regular council meeting,
7:40 p.m. Voting Aye: Guenthner, Bucher, Gageby, Gmach. (Motion Carried)
