Mayor Guenthner opened the workshop at 6:00 p.m., on November 14, 2002. The
purpose of the workshop was to address the City’s 2003 preliminary budget.
Present were Councilors Bucher, Gageby, Gmach, Guenthner, and Thomas. Also
present were Administrator Vergin, Police Chief Schutte and Public Works
Director Meister.
Consensus to approve the agenda as presented with the addition of the
Administrator’s Review; Police Labor Agreement; and communication strategies.
Addressed how to keep the public informed. Comments have been received by
Council members suggesting that the City have an email list of all residents and
forward information via email.
MOTION by Gageby, seconded by Bucher to approve a step increase for the City
Administrator, making it retroactive to October 11, 2002, Step 2 (Yr 1) of Grade
10. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas.
All Councilors were encouraged to meet with the Administrator to address
performance one on one.
Discussed the labor agreement for the police department officers. Due to the
threatened arbitration the Council was in consensus to pull the proposed contract
off of the 11/14/02 council agenda and rescind all offers at this time.
Reviewed the Street / Public Works Budget. No revisions were made to the
budget. Requested staff to work on gathering information for creating a Master
Plan for street maintenance; and a capital equipment plan including a depreciation
schedule for all equipment and a replacement plan (CIP). These plans once created
would be reviewed on an ongoing basis to assure that the city is on track with their
goals and objectives.
Reviewed the Police Department. The CIP budget is okay. The overweight
ordinance is in process and will be before the Council shortly for consid eration.
Directed the Chief to provide more information to justify the addition of an officer.
This matter will be continued at the next scheduled council meeting of November
26, 2002.
The rest of the budget has been preliminarily approved, no further comments or
changes were made.
Mayor Guenthner recessed the workshop at 6:58 p.m.
