The purpose of the workshop was to address the Labor Agreement with the Police Officers, the Public Works 2003 proposed budget, and City Administrator’s Review. Present were Councilors Bucher, Gageby, Gmach and Thomas. Also present were Administrator Vergin and Public Works Director Meister. MOTION by Bucher, seconded by Thomas to approve the agenda with the deletion of the Administrator’s review. Voting Aye: Bucher, Gageby, Gmach and Thomas. Discussion centered on the labor union negotiations with the Police Officers Union. Administrator Vergin will modify the contract for consideration by the council at the November 14, 2002 council meeting. Once the council has ratified the agreement, it will be forwarded to the Officers and their Union for approval. Reviewed the Public Works CIP plan. Public Works Director Meister indicated that if there were no issues with the CIP plan he would proceed with ordering the tractor, so that he could get this years contract rate, however payment for the equipment would not occur until we took receipt of the equipment in 2003. The council agreed that seemed appropriate. The Council requested that staff provide a long range plan with inventory and ages of equipment for replacement over the next 5 – 10 year. Reviewed the overall general budget for the Public Works department. The Council requested that staff provide a capital improvement plan for streets. Information to be included: budget impacts; costs associated with gravel and asphalt maintenance, cost per mile; maintenance costs for residential cul-de-sacs; schedule of streets for seal coating, crack filling and overlays. Addressed the restructuring of employees between the parks and public works departments. Essentially the city is only adding an additional 10 hours per week. Replacing the part time parks position, due to retirement, with a fulltime public works employee. Park duties will now become part of the public works department. Set the agenda for the next workshop, public works and police department.
