COMPREHENSIVE PLAN WORK GROUP
AUGUST 20, 2002

Mayor Guenthner called the work group meeting to order at 7:00 PM on Tuesday,
August 20, 2002. The purpose of the meeting was to address the draft
Comprehensive Plan.
Present were Mayor Guenthner, Councilors Bucher, Gageby, Gmach and Thomas,
Planning Commissioners Ebert, Hanson and Lymangood, City Planner Grittman,
City Administrator Vergin, City Engineer Vander Top and Metropolitan Council
representatives Caufman.
The agenda was approved by consensus.
MOTION by Bucher, seconded by Thomas to approve the minutes of August 6,
2002 with corrections. Voting Aye: All present.
Met Council Representative Caufman reviewed the check list with the group.
Identifying what matters that had been resolved and what matters were still to be
addressed.
After review of the checklist it was determined that there were three policies that
needed to be addressed by the group, Urban Reserve, Downtown Area, and SW
Corner. The other matters are staff orientated tasks such as supplying copies of
city ordinance, completion of tables, additional text and / or clarification of text to
meet the requirements as defined by the Met Council.
Urban Reserve – The City’s current 1 in 10 and 1 in 30 appear to be a commitment
to remain rural. Conservation easements would be encouraged. Addressed the area
between the SE and the NE corners. It was the consensus of the group that the
corridor in between those two areas would be referred to as “Potential Future
Urban Service Area”, post 2020. Engineer Vander Top will supply flow
projections for that area. The city will not promote paving to allow for increase in
density rights within that corridor. The map will identify that area as being ¼ mile
either side of CSAH 116, excluding wetlands and flood plain. Language will be
included that the city encourages clustering.
Downtown District – There is a need to provide high density for life cycle housing.
The plan will identify densities, not whether owner or renter occupied. Zoning
ordinances can set and control the performance standards. The district is intended
to be the focus of urban residential and commercial development. Approximately
82 acres, the area generally north of County Road 10, west of County Road 116
and bounded by the creek, will be included for medium density. The mixed use
area is intended to have a significant amount of high density, to accomplish the
housing goals.
SW District – City has given up its largest employer and substantial subsidies
because this area in not seen as a growth area by the Met Council. The city has
created a task force to look into options for utility services within that area. This
area will remain in the comp plan as presented. This is the position of the city at
this time. It is a viable transportation route for both industrial and commercial
development. Conditions within Medina and Loretto can impact the SW District.

Caufman informed the group that the Met Council is concerned with the staging of
that area and the lack of sewer capacity.
The response from the group was that the city would look into creative planning
and ways to service that area outside of the MUSA. Reference to serve that area
through the MUSA will be removed from the sewer flow projections and Grittman
will amend text accordingly.
Grittman informed the group that NAC would have the material to the Council by
September 19, for council consideration at the September 26 council meeting.
NAC will provide 10 copies for that review.
