COMPREHENSIVE PLAN WORK GROUP
AUGUST 6, 2002

Mayor Guenthner called the work group meeting to order at 7:05 PM on Tuesday,
August 6, 2002. The purpose of the meeting was to address the draft
Comprehensive Plan.
Present were Mayor Guenthner, Councilors Gmach and Thomas, Planning
Commissioners Ebert, Hanson and Lymangood, City Planner Sherman, City
Administrator Vergin, City Engineer Vander Top and Metropolitan Council
representatives Caufman. Planning Commissioner Alternate Virginia Anderson
was present in the audience. Excused absent were councilors Bucher and Gageby.
MOTION by Gmach, seconded by Thomas to approve the agenda as presented.
Voting Aye: All present.
MOTION by Gmach, seconded by Thomas to approve the minutes of the July 10,
2002 meeting. Voting Aye: All present.
Addressed the comments received from the Hennepin County Transportation
Department. Overall the comments were fairly general. The group felt that
additional discussion on transportation was warranted.
Addressed Agriculture Preserve. A map identifying existing Ag Preserve will be
included in the plan. Clarification may be required as to the legal authority for
designating Ag Preserve land.
Addressed the table located on page 51 regarding housing. An explanation of the
table will be provided.
Addressed parks and trails. Some minor modifications will be made to pages 28-29
to correspond with what is on page 62. Page 28, last bullet point will be revised to
reference the natural resource corridor.
Affordable housing (life cycle housing), was addressed in some depth. Need to be
assured that the city is meeting the numbers required. Design standards can be
addressed through performance standards within the zoning ordinances. Planner
Sherman will revisit this and review the projections for housing.
Identified both transportation and urban reserve as areas for discussion at the next
meeting.
Next meeting set for August 20, 2002 at 7:00 p.m.
