Mayor Guenthner opened the workshop at 6:06 p.m., on July 25, 2002. The
purpose of the workshop was to address the status of revisions to city codes.
Present were Councilors Bucher, Gageby, Guenthner and Thomas, and
Administrator Vergin, Clerk Tillmann, Police Chief Schutte and Attorney Carson.
The agenda was approved by consensus.
The Council reviewed where they had stopped after the January 24, 2002
meeting; particularly which codes are complete and which codes are left to
be reviewed. Administrator Vergin proposed that staff prepare and format the
code manual, and then proceed with the approval process. If there were no
outstanding items of concern, the codes could be adopted towards the end of
August. Mayor Guenthner asked if the codes could have an Executive Summary,
including an overview of what changes were made and an overview of each
section of the codes.
Councilor Gmach was present at 6:17 p.m.
Discussion was held regarding outstanding areas of concern.
Animals – What is the difference between a farming operation and feedlot. What
formula would be used to determine the number of allowable animal units on
different size parcels of land.
Adult Entertainment – Attorney Carson has sample ordinances and will provide to
Administrator to Vergin.
Signs – The sign ordinance will be included in the update to the Zoning manual.
This ordinance is currently being revised by committee.
Discussion was held regarding the period for adoption in relation to the Building
Requirements, Zoning and Subdivision Ordinances. It is the Council’s hope that
all will be approved and adopted by Spring 2003. Staff will format the Municipal
Codes and a draft will be presented to the Council for review by August 22, 2002,
with adoption possible at the September 12, 2002 Council meeting.
Other Business
Discussion was held regarding two letters prepared by staff on behalf of the
Council. Council approved and staff was directed to send letters.
Discussion was held regarding real estate signs placed i n the right of way on City
roadways. There was an issue with some signs not being directional, but merely
placed as advertisement for developments not in Corcoran. Those signs have since
been removed. This issue will be addressed in the sign ordinance.
Councilor Bucher provided an update of the Facility Committee. A site plan of the
building expansion has been prepared, which included expanded office space and a
garage area. The plan and cost estimates will be presented to the Council at the
August 22, 2002 meeting in the near future. A forecast of space needs has been

completed through the year 2010. It has been recommended that Staff check i nto
the cost of leasing office space as a cost comparison.
Mayor Guenthner recessed the workshop at 6:45 p.m.
