COMPREHENSIVE PLAN WORK GROUP

Mayor Guenthner called the work group meeting to order at 7:00 PM on
Wednesday, July 10, 2002. The purpose of the meeting was to address
modifications to the draft Comprehensive Plan.
Present were Mayor Guenthner, Councilors Bucher, Gageby and Thomas, Planning
Commissioners Ebert, Hanson and Lymangood, City Planner Sherman, City
Administrator Vergin, and Metropolitan Council representatives Caufman.
Councilor Gmach and Engineer Vander Top arrived later, as they were attending a
meeting addressing the Met Council MUSA extensions.
MOTION by Gageby, seconded by Thomas to approve the agenda as presented.
Voting Aye: All present.
Reviewed comments received to date. Those being from the City of Greenfield and
the Wayzata School District. Planner Sherman noted that if comments are not
made from the other entities it would be construed that they have no concerns with
the Plan.
Reviewed comments from the Met Council and where changes or modifications
may need to be made:
• Park Plan – this is a policy decision for the Council
• Urban Services / Urbanization
• Retain rural philosophy of the City
• Urban Reserve needs to be a policy of the City
• Existing densities create an urban reserve
• Housing densities through zoning designations
• Met council requires connection to services within 2 years of availability
• Implementation plan to be more specific, triggering mechanisms
• CIP needs to be put in place
Gmach and Vander Top arrived. They reported on the meeting they had just
attended. The Met council will not have sewer capacity for the SW corner,
however there will be more capacity available in the NW corner then originally
identified. However, transportation in the NW corner is lacking. The downtown
area is at .6mgd. Based on information from that meeting, phasing will need to be
reevaluated.
Discussed industrial base versus affordable housing. In order to complete the
community we need diversity and that is why the SW corner fits so well into the
plan.
In the implementation plan it can state that there will be no rezoning in the SW
corner until capacity or other alternatives to provide infrastructure to that area is
available.
CIP can address lack of tax base, without growth in SW corner.
Discussed the creation of a committee to look at possible infrastruc ture services
from surrounding communities, such as Greenfield, Loretto and Medina. Can
address this at the next council meeting of July 11, 2002.

It was the consensus that the SW corner should remain as is, with no modifications
in the re-submittal.
Set next meeting for August 6, 2002 at 7:00 pm.
It was requested that density development examples be provided to the group prior
to the next meeting for them to work on in the mean time.
MOTION by Thomas, seconded by Bucher to adjourn, 9:35 PM. Voting Aye: All
Present.
