Councilors Gageby and Gmach was excused absent. The Pledge of Allegiance was said. MOTION by Bucher, seconded by Thomas, to approve the agenda as presented. Aye: Bucher, Guenthner and Thomas. (Motion Carried) Open Forum – John Spaeth addressed the council regarding his concern with traffic cutting through the industrial park. Presentation – Northwest Hennepin Human Services Council: Kathleen Roach and Stacy Moore were present to address the services that are provided by NWHHSC. Mayor Guenthner proclaimed May 31, as World No Tobacco Day. MOTION by Bucher, seconded by Thomas, to approve the consent agenda items, Minutes of May 9, 2002 Workshop Meeting; Resolution 2002-27 Assessor’s Contract; Resolution 2002-28 Renewal of Liquor / Tobacco Licenses; Resolution No. 2002-29 Bingo License and Resolution No. 2002-30 Raffle License. Council Minutes of May 9, 2002 and the Claims were pulled for discussion. Voting Aye: Bucher, Guenthner and Thomas. (Motion Carried) MOTION by Bucher, seconded by Thomas to approve the Minutes of the May 9, 2002 council meeting as corrected; “Based on the expenditures, it is recommended that the City’s reserve fund should be approximately $730,000, it is currently at $401,000.” Voting Aye: Bucher, Guenthner and Thomas. (Motion Carried) Administrator Vergin will address the invoice from Municipal Group with UMC. MOTION by Thomas, seconded by Bucher, to approve the claims as presented, # 2690 - #2718. Voting Aye: Bucher, Guenthner and Thomas. (Motion Carried) MOTION by Bucher, seconded by Thomas, to approve Resolution No. 2002-31, approving the Kemna Land Consolidation as recommended by the Planning Commission. Voting Aye: Bucher, Guenthner and Thomas. (Motion Carried) Addressed the Home Occupation Ordinance. MOTION / AMENDED MOTION by Bucher, seconded by Thomas to approve Ordinance No. 2002-177, with modifications to the terms to include residents and alternates. Voting Aye: Bucher, Guenthner and Thomas. Voting Aye: Bucher, Guenthner and Thomas. (Motion Carried) Addressed the Home Occupation Timeline. June 18, 2002 will be set as an organizational meeting for the Home Occupation Commission to address the role and the process. Public hearings would commence in July. Staff will start processing the Administrative Permits. The Council and the Planning Commission will be kept current on those. MOTION by Bucher, seconded by Thomas, to amend the agenda to include the Bauer Agreement. Voting Aye: Bucher, Guenthner and Thomas. (Motion Carried) MOTION by Bucher, seconded by Thomas, to approve the Bauer agreement as presented in the Closed Session, held prior to the council meeting. Voting Aye: Bucher, Guenthner and Thomas. (Motion Carried) Mr. Dale Bisbee was not present, therefore the council moved forward on the agenda. MOTION by Bucher, seconded by Thomas to approve Resolution No. 2002-32, approving plans and specifications and authorizing bids for seal coating Larkin Road, Abilene Lane and Buckskin Trail. Voting Aye: Bucher, Guenthner and Thomas. (Motion Carried) Directed staff to prepare a Resolution supporting the Highway 55 Corridor Coalition, but informing them that the City would not formally commit at this time. This will be considered at the June 13, 2002 council meeting. Engineer Vander Top reported on the neighborhood meeting that was held regarding the proposed improvement to Hage Drive. With city involvement the assessments for each property has been estimated at $2917. Of the 19 property owners present, only two voiced that they were not in favor of the improvement. At this time staff is seeking authorization from the council to proceed, which would entail staff meeting with residents on Hage Drive to identify what ditch work would be performed, performing that work, and then in June / July prepare the feasibility report to consider moving forward with the bituminous improvement. It was noted that even if the bituminous portion of the project does not occur, the ditch work should be done. Staff reported that they will be setting a neighborhood meeting with the residents of Chisholm Trail to address the improvement project, as had been done with Hage Drive. MOTION by Thomas, seconded by Bucher, to ratify the Police Reserve Manual. Voting Aye: Bucher, Guenthner and Thomas. A meeting between the Mayor, city staff and Phyllis Hanson and Robin Caufman of the Met Council will be scheduled to address their comments. Mayor Guenthner called a staffing workshop for June 13, 2002 at 6:00 p.m. MOTION by Bucher, seconded by Thomas to adjourn, 8:25 p.m. Voting Aye: Bucher, Guenthner and Thomas.
