The purpose of the workshop was to address matters relating to the retention and expansion of UMC. Present were Councilors Bucher, Gageby (arrived at 5:10), Gmach, Guenthner and Thomas, Staff members Clerk Vergin, Engineer Vander Top and consultants Nick Skarich and Joanne Foust. Clerk Vergin explained that the purpose of the workshop was to review the recommendation of the subcommittee on what assistance the City should provide to UMC. Councilors Gmach and Thomas served on the subcommittee with staff and provided an overview of the finance package being recommended for UMC. Information provided included a spreadsheet identifying uses, funds and sources, and frontage road funding allocations specific to the UMC project; breakdown of cost allocations between UMC and the Tomann property; a cash flow analysis; and a draft letter to UMC identifying the proposed finance package and the role that the City would take. Other items identified that the City needs to implement during this process, if it moves forward, is that when District #3 is established a TIF Policy needs to be implemented. The policy should be specific to the UMC project, but should also address future TIF and existing TIF districts. It was suggested that the spreadsheet include the assessment breakdown for UMC. Skarich strongly urged the council to look at amending District #1 as soon as possible. The amendment would be for the budget to be inclusive of the projects the city has discussed in the past such as CSAH 19, rerouting County Road 10, and infrastructure to the downtown area.
