Present were Councilors Bucher, Gageby, Gmach (8:38), Guenthner and Thomas, Clerk Vergin, Planner Sherman, Planning Technician Jones, Engineer Vander Top, and Public Works Director Meister. The Pledge of Allegiance was said. MOTION by Bucher, seconded by Thomas, to approve the modified agenda, no items added, only order of business was altered. Aye: Bucher, Gageby, Gmach. Guenthner and Thomas. (Motion Carried) Open Forum – Dan Lange was present. He was informed that as the agenda did have the Lange/Kidnation Drainage matter under reports, that they would allow him to comment at that time. MOTION by Gageby, seconded by Thomas, to approve the consent agenda items, Council Workshop of February 28, 2002; Council Minutes of March 8 & 9, 2002; Claims as presented; Employee Handbook Amendment; and Training Budget Allocation. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion Carried) Mayor Guenthner reported on the meeting that had been held on March 7 with the Lange’s, the Zimmerman’s, and Bill Halverstadt. There was no resolution arrived at the meeting. The City went through the proper process when reviewing the Kidnation application, there was nothing done wrong by the city. The city is willing to help facilitate a resolution between the affected parties, and suggests that Mr. Lange come forward with a proposal. MOTION by Bucher, seconded by Gmach to approve Resolution 2002-14, approving the bids and quotes for the street maintenance programs. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion Carried) MOTION by Bucher, seconded by Gmach to approve Ordinance No. 2002-174, Requiring a Certificate of Survey. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion Carried) MOTION by Gageby, seconded by Thomas to approve Resolution 2002-15, establishing a moratorium on the placement of property in Agriculture Preserve. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion Carried) Reviewed the process and draft of the Comprehensive Plan. Mayor Guenthner reminded the council that they do have the right to comment during the public hearing process as individuals. Gageby - proud and excited about what has been developed in the plan. Gmach - downtown area needs some discussion on the phasing, and the Burschville area for rural commercial appears larger then what he felt the council had agreed upon. Gageby – feels that Burschville is in line with what the council had agreed upon. Thomas – would like to have more information on the sewer phasing. Called to Order Pledge of Allegiance Approval of Agenda Open Forum Consent Agenda Lange / Kidnation Drainage Resolution #2002-14 Street Maintenance Quotes/Bids Ordinance No. 2002-174 Certificate of Survey Resolution # 2002-15 Moratorium – Ag Preserve Comprehensive Plan Review CITY OF CORCORAN REGULAR COUNCIL MEETING MARCH 16, 2002 H:\City Hall Information\CITY GOVERNMENT\Council, Commissions & Committees\Council Information\Council Minutes\Previous Years\2002 - Need to PDF\03.16.02 Council Minutes.doc 2 Bucher – wants to see the consultant comments tie into the Met Council checklist, and provided written comments to staff with suggestions for general, global and charting changes to the draft. Guenthner – under Goals and Policies would like to see the bullet points first, then have the further defined material follow. Addressed global mapping – one map consisting of all maps. Planner Sherman and Engineer Vander Top provided an overview of the material that will be available for view at the open house following the council meeting. Some items will need to be corrected and added before the public hearing. Such as the correction to the School District map; the land use map has some minor errors; and population projections have been correlated with the land use changes and are now available. It was noted that it is important during the open house that people are made aware that the plan is a “concept plan”. Addressed the sewer phasing. Need to look at the septic inspection cards from the downtown area to determine what the need is at this time for sewer within that area. Mayor Guenthner reviewed the upcoming meetings. Comp Plan open houses on March 16 and 18, with public hearing on March 21. The Council will hold a special meeting on March 26, to address the Comp Plan and other city business at 6:00 p.m. The March 28 council meeting is canceled. A workshop is set for March 26 at 5:00 p.m. to address the UMC project. There were no questions relating to the home occupation process analysis prepared by staff. The council was in consensus to allow staff to proceed with the Nextel phone for Public Works Director and a base phone. A status report on seeking a DNR grant for the trail system, which is a part of the CSAH 19 project, was received. MOTION by Bucher, seconded by Thomas to adjourn the regular council meeting. 9:50 p.m. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas.
