Mayor Guenthner called the regular council meeting of February 28, 2002 to order
at 7:00 p.m. Present were Councilors Bucher, Gageby, Guenthner and Thomas,
Clerk Vergin, Attorney Carson, Planning Technician Tracy Jones, Engineer
Vander Top, and Police Chief Schutte. Councilor Gmach was excused absent.
The Pledge of Allegiance was said.
MOTION by Thomas, seconded by Bucher, to approve the agenda, adding a
report on Mama G’s Fire after the consent agenda, and add 8.b.3 UMC Report.
Voting Aye: Bucher, Gageby, Guenthner and Thomas. (Motion Carried)
Open Forum – No one.
MOTION by Bucher, seconded by Thomas, to approve the consent agenda items,
Council Workshop of February 14, 2002; Council Minutes of February 14, 2002;
Comp Plan Minutes of February 19; Claims as presented; and Resolution 2002-
10, approving Gambling License. Voting Aye: Bucher, Gageby, Guenthner and
Thomas. (Motion Carried)
Rogers Fire Chief Brad Feist and Police Chief Schutte provided the council with
an overview of the fire at Mama G’s. Chief Feist stated that they had received the
call about 7:30 p.m., and were on site within 8 minutes. He commended the
Corcoran Police Department and the Hennepin County Sheriff’s Department for
their cooperation and coordination in the removal of patron and employee vehicles
from the site, allowing the firemen to perform their duties efficiently. Fiest
further informed the council that there were over 10,000 gallons of water on site
to battle the fire and that they had laid a hose from a nearby Maple Grove hydrant
as a precaution, providing a secondary source of water if it was needed. The
building may be salvageable but that will depend on the analysis of the fire
marshal, insurance company and the City’s building official.
MOTION by Bucher, seconded by Thomas to approve Resolution 2002-11,
approving the Schwab land division with the conditions as identified in the
resolution. Voting Aye: Bucher, Gageby, Guenthner and Thomas. (Motion
Carried)
MOTION by Thomas, seconded by Bucher to approve Resolution 2002-12,
approving the conditional use permit and site plan for G & M Properties at Lot 3,
Block 2 Countryside Plaza. Voting Aye: Bucher, Gageby, Guenthner and Thomas.
(Motion Carried)
Reviewed proposed Ordinance No. 174, regarding Certificates of Survey. Staff
was directed to define what planning applications where intended in Section 1,
and then bring it back to the council for consideration.
Addressed the placement of property into Agriculture Preserve while the Comp
Plan process is still taking place. The Council directed staff to prepare a
resolution for consideration at the next meeting, placing a moratorium on the
placement of land into Agriculture Preserve.

Addressed Land Use Workshops. The Council was in consensus to send three
planning commissioners, preferably to the Advanced Zoning Application
workshop, and requested that staff look into amending the budget to identify a
training budget for the commissioners.
MOTION by Thomas, seconded by Gageby to approve Resolution #2002-13,
setting the public hearing for the dust control assessment hearing on April 11,
2002. Voting Aye: Bucher, Gageby, Guenthner and Thomas. (Motion Carried)
Addressed the status of the Home Occupation. Staff was directed to identify a
time frame and process by which to proceed in the enforcement of the home
occupation ordinance. The process shall take into consideration and analyze the
enforcement of the ordinance, the volume of public hearings required and how
that affects the council, planning commission and staff workload, and a budget
analysis including legal costs that will be incurred.
Planning Tech Jones gave an update on the septic system inspection program.
Septic inspection cards will be sent to the remaining half of the city shortly, and
the open house has been set for June 10 at 7:00 p.m.
Briefly addressed the administrator position interviews. A schedule of the
interviews had been distributed to the council, which will take place on March 8
and 9. Cindy Patnode will take minutes of the interview meetings.
Councilor Thomas reported on the meeting that was held with UMC. At this point
without public infrastructure, they are looking at an additional $750,000 worth of
improvements required for their project. By the second meeting in March UMC
and the City need to come to a decision on whether the project will move forward.
Mayor Guenthner will be attending the March 6 Medina council meeting to ask
Medina to be supportive of Corcoran and to consider collaboration of services.
MOTION by Bucher, seconded by Thomas, to adjourn the regular council
meeting, 8:07 p.m. Voting Aye: Bucher, Gageby, Guenthner and Thomas.
