HomeMy WebLinkAbout2002-02-19 Council MinutesCITY OF CORCORAN JOINT COUNCIL AND PLANNING COMMISSION MEETING FEBRUARY 19, 2002 1 Mayor Guenthner called the joint meeting to order at 7:05 PM on Tuesday, February 19, 2002. The purpose of the joint meeting was to review the initial draft of the Comprehensive Plan. Present were Mayor Guenthner, Councilors Bucher, Gmach and Thomas, Planning Commissioners Ebert, Hanson and Lymangood, City Planner Sherman, City Clerk Vergin, Planning Technician Jones, NAC representative Grittman and Metropolitan Council representatives Caufman, Goodrum and Hanson. Engineer Vander Top arrived late at 7:35 PM. MOTION by Gageby, Second Thomas to approve the agenda with the addition of item 3) a) Calendar and item 4) b) Administrator Search Process. Voting Aye: All present. MOTION by Gmach, Second Bucher to approve the Minutes from February 5, 2002 with wording modifications on pages two, three and four of the minutes per comments received from Councilor Gmach. Voting Aye: All present. Mayor Guenthner reviewed the comprehensive plan revised schedule with the committee. After a brief discussion, a decision was reached to revise the current schedule to hold two open houses during the middle of March with a public hearing before the Planning Commission the end of March. Staff was directed to send out a special mailing to every property owner in Corcoran informing them of the public hearing the end of March. Staff was also directed to include an article in the city newsletter and the local newspaper announcing the public hearing. Mayor Guenthner discussed the status of the administrator position. After a brief discussion, a decision was reached by the Council to target the evening of Friday, March 8, 2002 and Saturday, March 9, 2002 for the full Council to conduct interviews with the top ten candidates. Staff was directed to consult the city attorney regarding the open meeting law and report back to the Council at the February 28, 2002 regular City Council meeting. Ms. Sherman reviewed the map of the downtown district. She explained that this map assumed a realignment of County Road 50 would occur. Ms. Sherman explained that the realignment of County Road 50 was proposed based on the following two factors: better spacing between major streets and limiting heavy traffic through the downtown area. Engineer Vander Top informed the committee that turn back funds may be available to realign County Road 10 and County Road 50 in the future. He also stated that even if County Road 10 were realigned the connection at the city border on the Maple Grove side would remain the same. The committee reached a consensus on the following issues with regard to the downtown district: the boundaries of the district should be revised to be less square in appearance by following natural boundaries and include bordering existing residential developments; County Road 10 and County Road 50 should be realigned; the plan should include a location east of County Road 116 to congregate; Maple Hills Estates should be bordered by transitional housing; and the land uses identified on the map should remain the same. Called to Order Approval of Agenda Approval of Minutes Calendar Administrator Search Process Downtown District CITY OF CORCORAN JOINT COUNCIL AND PLANNING COMMISSION MEETING FEBRUARY 19, 2002 2 Ms. Sherman reviewed the map of the Burschville area. She explained the map was designed using ¼ mile spacing from the intersection of County Road 10 and County Road 19. Councilor Gmach noted that he would prefer accesses off of County Road 10 instead of County Road 19 if the opportunity was available. The committee reached a consensus on the following issues with regard to the Burschville area: the area should be enlarged to use the creek as a border on the south and north; the area should be moved to the northeast; a policy statement should be developed which states that access is preferred from County Road 10 instead of County Road 19; and the existing zoning on the west side of the intersection would remain the same, including the day care. Ms. Sherman reviewed the map of the northeast district. The committee reached the consensus on the following issues with regard to the northeast district: a multi-family residential area bordered by the Natural Resource Inventory should be added south of Steig Road just west of the commercial area; and an urban residential area should be added south of Steig Road between the natural resources identified. The committee recessed at 9:55 PM for 5 minutes. The committee reconvened with a discussion of the intersection of County Road 30 and County Road 116. An agreement was reached by a majority of the committee that the north and south sides of County Road 30 from County Road 101 to County Road 116 should be zoned Planned Unit Development (PUD). It was indicated that this area should incorporate a strip of land that runs along the power line easement on the south side of the road and along the quarter section line on the north side of County Road 30 and should incorporate the entire intersection of County Road 30 and County Road 116 with a 40-acre area integrated on the southwest corner and the entire Hope Ministries property. It was also identified that this area should be zoned Planned Unit Development (PUD) with triggering conditions written into the land use district. The group also decided that the existing residential development south of County Road 30, as well as all existing residential areas, should be included on the map but cross hatched so it is apparent that this area is existing development. Ms. Sherman reviewed the map of the southwest district. Councilor Gmach summarized the meeting that was held with the Metropolitan Council concerning the southwest district. He stated that the Metropolitan Council is concerned with the City working with UMC during this phase of the comprehensive plan. It was discussed that the policy of the Metropolitan Council is to support continuous development and not leap frog development. It was discussed by the committee that this area was defined as being predominantly industrial before the City began working with UMC. Burschville Area Northeast District Southwest District CITY OF CORCORAN JOINT COUNCIL AND PLANNING COMMISSION MEETING FEBRUARY 19, 2002 3 Metropolitan Council Representative Goodrum stated that if the City wants to keep working with UMC, a policy statement needs to be included in the comprehensive plan explaining the rational for this assistance. The committee discussed the urban reserve area located to the southeast corner of the downtown district. Engineer Vander Top discussed the issue of sewer capacity for this area. It was explained that there was enough capacity to serve the downtown area and some development down in this southeast corner. The committee reached a consensus that the comprehensive plan should include staging for this area. The committee discussed the white area on the future land use map. The group discussed the current development allocation of 1 building right per 10 acres on paved roads and 1 building right per 30 acres on gravel roads. A consensus was reached that it was not politically realistic to reduce these allocations. Commissioner Ebert noted his concern over the difference in building right allocations between property located on paved roads versus property located on gravel roads. Councilor Bucher noted that he was not in favor of community septic systems for new development. The committee discussed the issue of clustering. A consensus was reached by the group that clustering should not be encouraged with new development, unless the proposal is to allow the preservation of natural resources. A Planned Unit Development (PUD) approach was discussed as an implementation tool. The committee set Thursday, March 14, 2002 as the date the Council would review the revisions to the draft comprehensive plan. The open houses were than scheduled for Saturday, March 16, 2002 and Monday, March 18, 2002. The public hearing was scheduled for Thursday, March 21, 2002 as a special Planning Commission meeting and Tuesday, March, 26, 2002 was set as the tentative date the draft comprehensive plan would go before the City Council for approval MOTION Bucher, Second Thomas to adjourn at 12:20 P.M.
