Mayor Guenthner opened the workshop at 6:00 p.m., on February 14, 2002. The
purpose of the workshop was to address matters relating to UMC and the
Southwest corner of Corcoran.
Present were Councilors Bucher, Gageby, Gmach, Guenthner and Thomas, Staff
members Clerk Vergin, Police Chief Schutte, Engineer Vander Top and
consultants Paul Donna and Joanne Foust. Property owner Harvey Dahl was also
present.
Addressed the need to meet with the Met Council, specifically Phyllis Hanson and
Saundra Spigner. Staff was directed to set up a meeting.
Engineer Vander Top provided an overview of the matters before the council in
order to move forward with the UMC project.
▪ The City has received notification that MnDOT has agreed to fund
$350,000 of the frontage road. Additional monies up to $500,000 may be
possible, if other projects do not commit. City needs to send a letter to
MnDOT by February 22, confirming intent to proceed with the project.
▪ A draft letter has been prepared to be sent to Medina request ing their
cooperation in extending utilities to the UMC project.
Paul Donna presented the Council with financial data on sources of revenues
available for financing the UMC /Tomann project. Various means are available to
both the City and to the Tomanns including Industrial Development Bonds,
DTED‘s Small Business Development Loan Program and the Minnesota
Investment Fund, General Obligations Bonds and Tax Increment Financing.
Overall, Mr. Donna and Ms. Foust concurred that it is a feasible project and t here
are means by which to make it move forward.
It was noted that some of the costs prepared by UMC were for the entire site, not
just their project, therefore these will need to be reviewed.
A meeting will be held with the three affected property owners, UMC/Tomann
Family, Medina Electric (Harvey Dahl) and Eugene Dabrowski to address the
overall project and costs.
Mayor Guenthner closed the workshop at 6:55 p.m., announcing that discussions
regarding this project would be continued during the regular council meeting
immediately following at 7:00 p.m.
