HomeMy WebLinkAbout2002-02-14 Council Minutes - Part 1 CITY OF CORCORAN REGULAR COUNCIL MEETING FEBRUARY 14, 2002 H:\City Hall Information\CITY GOVERNMENT\Council, Commissions & Committees\Council Information\Council Minutes\Previous Years\2002 - Need to PDF\02.14.02 Council Minutes.doc 1 Mayor Guenthner called the regular council meeting of February 14, 2002 to order at 7:00 p.m. Present were Councilors Bucher, Gageby, Gmach, Guenthner and Thomas, Clerk Vergin, Engineer Vander Top, Police Chief Schutte and Public Works Director Meister. The Pledge of Allegiance was said. MOTION by Gmach, seconded by Thomas, to approve the agenda, modifying the order of business, item 5 – Consent Agenda below item 7 – Reports. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion Carried) Open Forum – Dan Lange. Mr. Lange raised concern over the drainage issue on his property and Kidnation that still has not been resolved. Mr. Lange was assured that the City had not forgotten and will be setting up a meeting between property owners to address the situation. Discussed the UMC / SW Corner proposal. Established a subcommittee consisting of Councilors Thomas and Gmach to work with staff and UMC. Clerk Vergin was instructed to set a meeting with Met Council representatives to address how this project relates to the city’s proposed comp plan. Forward a letter to the City of Medina requesting that Corcoran be allowed to attend their March 5 council meeting to address partnering with them to extend infrastructure to the UMC site. (Due to Caucuses on March 5, this was scheduled for March 6). Briefly reviewed the construction schedule and how that ties in with the various processes by which the city needs to continue. MOTION by Bucher, seconded by Thomas, to approve Resolution No. 2001-08, establishing year-end fund allocations. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion Carried) Addressed various planning workshops and conferences coming up. It the consensus of the council to review the land use workshops further and bring this item back before the council at the next meeting to determine whether or not attendance by planning commissioners and staff be granted. Attendance by Clerk Vergin to the MCFOA Conference was granted. Addressed the Administrator position. Clarified application of veteran’s preference. Matrix with grading is near completion. Council will address the interview process at the February 19 workshop. Councilor Gageby reported to the Council that the City of Medina has adopted an ordinance for the preservation of land, which perhaps Corcoran should consider with the Comp Plan. A copy of this will be forwarded to all councilors and commissioners. It was noted that two council members would not be at the February 28 council meeting. Important that other councilors are present for a quorum. Workshop Minutes 1/24/02; b. Council Minutes 1/24/02; c. Claims as Presented; and e. Recycling Grant Application – Resolution #2001-06; and remove items d. Capital Equipment Certificate and Other Purchases and f. Agriculture Preserve Designation – Resolution No. 2002-07. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion Carried) Addressed the purchase of the Police Chief’s vehicle (Jeep Grand Cherokee), the purchase of a Harley Rake (landscape rake), and the purchase of a used copier for the Police Department. MOTION by Gageby, seconded by Thomas, to approve the Capital Equipment Certificate purchases and other purchases as described. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas. (Motion Carried) Addressed the designation of property within the Agriculture Preserve. Concerns were raised over where the property is located and its affect on the proposed land use changes to the comp plan. Council requested that there be clarification on assessing property within an Ag Preserve before taking any action. MOTION by Bucher, seconded by Thomas, to adjourn the regular council meeting, 8:00 p.m. Voting Aye: Bucher, Gageby, Gmach, Guenthner and Thomas.
