Mayor Guenthner called the joint meeting to order at 7:00 PM on Thursday,
January 17, 2002. The purpose of the joint meeting was to review the initial draft
of the Comprehensive Plan.
Present were Mayor Guenthner, Councilors Bucher, Gmach, Gageby and Thomas,
Planning Commissioners Andersen, Ebert, Hanson, Walli, Kluck, Lieberman,
Kohnen and Lymangood, City Planner Sherman, Engineer Vander Top, City Clerk
Vergin, Planning Technician Jones, NAC representative Grittman and
Metropolitan Council representative Caufman.
Excused absent was Planning Commissioner Anderson.
MOTION by Thomas, Second Bucher to approve the agenda with the addition of
item 4) a) Process Discussion. Voting Aye: All present.
MOTION by Gmach, Second Thomas to approve the Minutes from December 4,
2001 with the clarification that the statement made by Commissioner Walli
regarding the joint school between the Rockford School District and the Buffalo
School District be reworded to state “that the Rockford School District did
consider a joint school with the Buffalo School District in Corcoran”. Voting Aye:
All present.
Ms. Sherman reviewed the initial draft of the comprehensive plan. Specifically,
Ms. Sherman reviewed the issue identification, goals and policies, development
framework and implementation sections of the draft as well as presenting the
revised future land use map.
Ms. Sherman stated that the urban reserve area included on the land use map was
not accounted for in the population projections.
Engineer Vander Top stated that the natural resources component of the
comprehensive plan had already been completed and a copy of the report is
available for review at City Hall. It was explained that a land use map is included
in the plan, so additional copies would not be made until after the land use map is
approved.
Mayor Guenthner discussed the need for the Council and Planning Commission to
incorporate all the information they have received to date and move forward to
complete the plan. Mayor Guenthner suggested altering the framework of the
meeting to be more workshop oriented.
Commissioner Walli stated that at least one member of the Planning Commission
should be included in the workshop discussion.
Commissioner Kohnen raised the idea of a survey being completed to gain
additional input from the public.
Councilor Gmach stated he liked the idea of a survey being completed.

Councilor Gageby stated that the City has not been operating in a vacuum and has
not been holding any secret meetings.
After a brief discussion, a decision was reached that the next comprehensive plan
meetings would be completed in a workshop framework with the Council and two
or three selected Planning Commissioners participating. Then once the draft
document is completed it would be presented during at least one or two open
houses. This would allow further input from the public.
A resident questioned whether or not the land use designations could be changed
on the maps in the future. Terry Forbord explained that the land use map could be
amended but it would require a public hearing and an official comprehensive plan
amendment.
A resident questioned whether or not the natural resource map would be
incorporated into the existing land use and future land use maps. It was explained
that the natural resource map would be incorporated.
Laurie Karnes questioned when the timeframe information for the phasing would
be available. Ms. Sherman stated this information would be available at the next
comprehensive plan meeting.
Diane Sommer questioned the definition of the yellow area on the map. Mr.
Grittman stated that the yellow areas represented residential development that
averaged 3 houses per acre but this area would have a mix of housing densities.
A resident questioned the definition of the urban reserve area on the map. Mr.
Grittman stated that it was a label for an area that has not been defined yet. Terry
Forbord stated that the definition used by the Metropolitan Council for urban
reserve is land that is set aside for future development beyond 2020.
Commissioner Ebert stated that the Burchville area was a great area for future
commercial and light industrial development.
Commissioner Andersen requested a regional land use map for future meetings.
Councilor Gmach questioned the timing and location of the 610 corridor expansion
project and its transportation impacts to the City of Corcoran, stating that an update
would be in order.
Mayor Guenthner called the next comprehensive plan joint meeting workshop for
Thursday, January 21, 2002 at 7:00 PM.
MOTION by Gmach, Second Bucher to adjourn, 8:45 PM. Voting Aye: All
Present.
