The City Council met in special session at 7:00 p.m. on May 28, 2003 in the
Mayor’s Conference Room at the Maple Grove Government Center. Present were
Corcoran Councilors Bucher, Gageby, Guenthner, Lymangood and Thomas;
Maple Grove Councilors Michael Amery, Karen Jaeger, Irene Koski, LeAnn
Sargent and Mark Steffenson. Also present were City Administrators Madsen and
Vergin, City Engineers Butcher and Vander Top, and Maple Grove’s Community
Development Director Waibel.
Mayor Guenthner called the Corcoran City Council meeting to order.
Mayor Steffenson called the Maple Grove City Council meeting to order.
Introductions of council and staff were made.
Mayor Guenthner provided an overview of what has been happening in the City
of Corcoran as it pertains to the Comprehensive Plan.
Addressed issues of detachment and annexation of properties within the
Appaloosa Woods residential development. Corcoran suggested that a joint
powers agreement be entered into by the two cities to efficiently manage the area
and meet the needs of the residents. Allow Maple Grove to provide the services
until such time that Corcoran can supply the services. The agreement would
include compensation to Maple Grove for their infrastructure investment in that
area. Additional discussion continued, with the following options being
identified: 1. All properties to Corcoran; or 2. All properties to Maple Grove; or 3.
Move the remaining two Corcoran properties on the north half of the development
to Maple Grove. It was suggested that the two councils hold a meeting with the
neighborhood to address this issue, and determine what the neighborhood would
like. No action was taken by the Councils on this matter.
Maple Grove Development Director Waibel provided an overview of
development activities currently in process and the phasing plans for the County
Roads 30 and 101 area.
Discussed the future infrastructure needs for Mama G’s area consisting of 40
acres. Currently the existing Mama G’s structure is non-conforming and the City
of Corcoran has an agreement with the owners to allow it to continue to operate as
an interim use while infrastructure matters are addressed. In Corcoran’s
comprehensive plan this area, consisting of 40 acres of which 31.5 acres are
developable, is located within the sewer phasing area for 2004 -2010. It is
intended that long term this area would eventually be serviced by the northeast
Elm Creek connection. Therefore, the request to Maple Grove to provide services
to this area is short-term, not a permanent connection. Other issues such as
transportation could be resolved through the commercial development within that
area.
Maple Grove raised concern of providing capacity to Corcoran when they are
restricting the service within their community. Appropriate to continue to provide

the services for which they have an intergovernmental agreement, Mama G’s
only. Questioned if what Corcoran is asking for is significantly more then what is
currently being provided.
By consensus of the two councils, it was agreed that the Engineering staff would
work together, with minimal costs being incurred, to investigate the needs and the
associated costs for development in the area. That information will then be
provided to the city councils for consideration.
MOTION by Thomas, seconded by Bucher and carried unanimously to adjourn
the Corcoran City Council, 8:55 p.m.
