The City Council met in special session on October 16, 2003 at City Hall in
Corcoran, Minnesota. Present were Councilors Bucher, Gageby, Guenthner and
Thomas; Planning Commissioner Ebert, and staff members Administrator Vergin,
Planners Lindahl and Jansson, and Engineer Vander Top. Excused absent were
Councilor Lymangood and Commissioners Kluck and Kohnen. Mayor Guenthner
called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance.
Mayor Guenthner expressed his thank you and appreciation to Councilor Gageby
for filling in as deputy mayor in his absence during the past month.
MOTION by Thomas, seconded by Gageby and approved unanimously to
approve the agenda.

approve the minutes of the September 18, 2003 special council meeting as
presented.
Public Forum –
Roger Masica, 23405 County Road 30, addressed the group stating that he would
like to address the proposed land use zoning of his property and adjacent
neighbors. Presently they are Rural Residential, the 2020 land use plan identifies
them as Rural Commercial and they would like to remain Rural Residential. They
would like to know the process and the appropriate time in which they can address
this rezoning classification.
Planner Lindahl explained that either the property owner or the city may initiate
an amendment to the Plan.
Staff was directed to place this on a future city council agenda outlining the
appropriate process required if the council where to consider an amendment to the
Plan. Affected property owners will be notified of the meeting.
Draft Subdivision Ordinance
Planner Lindahl summarized the Subdivision Ordinance. Staff is recommending
that the existing ordinance be repealed in its entirety and that the new subdivision
ordinance be adopted in January. The draft includes significant reorganization of
the regulations, but contains very few substantive policy changes; most are
technical in nature to make sure they are consistent with the Compreh ensive Plan,
Zoning Ordinance and other policies and tools of the City.
Planner Lindahl briefly addressed some of the areas within the ordinance.
Park Dedication – this ordinance has remained unchanged pending the
recommendation from the Parks & Trails Commission.
Erosion Control – Engineer Vander Top is working on a new ordinance as
identified in the implementation plan. Until the new ordinance is completed the
existing ordinance will remain unchanged.
Design Standards – The existing infrastructure standards are from 1995.
Coordination between the planning and engineering staff is being done in an effort
to update and relocate some of these standards from the Ordinance to the
Standards. Staff will be providing an update on these at the December meeting.

Development Contracts and Financial Guarantees – this has been expanded to
better clarify the required improvements and process for releasing financial
guarantees. There are three options for the City to consider pertaining to the
construction of improvements. 1. City design and city construct; or 2. City design
and developer construct; or 3. Developer design and construct.
Vacation of easements and right-of-way – this is a new section that clarifies the
State requirements for this process.
Official Map – This is an important tool for the city to ensure the right-of-way
needs for future streets. This allows the city to deny building permits for
development within any future road alignments. The city would still be required
to acquire the property in the appropriate manner, such as gift, purchase, or
condemnation. The city would not be responsible for providing compensation for
any structure or improvement constructed on the property without a proper permit
or that is in violation.
Open Space Preservation Plats
This had been addressed previously by the council and was supported in concept
with permanent conservation easements. The OSP encourages clustering and
preserves resources. It is proposed with 2 acre minimum lot sizes with 1.5 acres of
buildable area. The council still needs to address whether or not they will allow
shared or centralized septic systems, and if those types of systems are allowed
does the minimum lot size become reduced, and are additional bonuses granted.
Electronic Files
The draft ordinance does require submission of preliminary and final plats in
electronic format. Other applications would not have this requirement. The
Planning Commission has reviewed this and unanimously recommended it.
Overview of Remaining Process
Planner Lindahl provided an overview of the remaining process. There will be an
open house on November 18; will wrap up ordinances in December; formal
approval in January with the Planning Commission holding a public hearing on
January 8, 2004 followed by Council consideration on January 22, 2004. This
will be for the approval of the Zoning Ordinances, Subdivision Ordinances,
Zoning Map and Rezoning of properties. There are still additional tools that the
city will continue to work on after formal adoption, once those are in place the
moratorium will be lifted.
Open Space Preservation Plats Policy Discussion
The group went on to address policy decisions that need to be made in reference
to open space preservation plats. This tool is proposed only for the Rural
Residential area of Corcoran, but could include the Future Urban service area if
the council so chose.
Public Comments were heard from Bruce Workman, Bob Leistikow and Rich
Denman regarding how they would be able to utilize the tool to develop property
and the benefit they see to the city.

The group addressed this matter in some detail. The objective of the city is to
promote preservation in “Historic Corcoran”. It was suggested that this program
be looked at through a tiered type system. Higher bonuses (maximum of 50%)
provided for preserving extra amenities, such as areas identified in the Natural
Resource Inventory and view sheds. The group requested that a draft be prepared
along with visual examples based on this discussion for further review at the
December meeting.
Infrastructure Update
Engineer Vander Top provided an update on the various items he is currently
working on as part of the implementation process. The Design Standards will be
upgraded to include standard industry designs for utilities. Standards for street
widths, sidewalks, etc. will need to be addressed by the city as the application
process begins. City needs to determine how improvements will be done, through
the city and assessed back to the developer via Statute 429, or does the developer
prepare the design with the city performing the inspections, however feels that the
City will loose control if done in this manner.
Mayor Guenthner commented that staff is to provide recommendations on the
design and development contracts for the council to react to.
Vander Top informed the group that cost estimates on infrastructure will be
available prior to the November open house.
Reported on the meeting held with the Met Council regarding the anticipated
timelines for both the Elm Creek Interceptors. At this meeting a draft schedule
was shared as follows:
South Corcoran Branch: Complete design report by February 2004, complete
design by November 2004; start construction by March 2005, with completion of
construction by November 2005. In the interim Corcoran would start construction
in summer of 2005, with connection by November as identified in the draft
schedule.
Dayton-Hassan Branches: Complete design report by May 2004, complete design
by January 2005, start construction by June 2005, with completion of construction
by October of 2006.
We were informed that there is a proposed development in Maple Grove, which
could cause some delay or have an impact to the proposed time frame. The
Dayton- Hassan branch is on a schedule that is more aggressive than the city’s
plan; however there are some transportation issues that will need to be addressed
within that area.
The Met Council had also informed the group at the meeting, that the construction
within Medina is proposed to be completed in 2005.

A draft had been distributed to the council the previous month in correlation with
the draft presented at the September open house. There have been a few minor

modifications to comply with other state and city regulations, but nothing
substantive. Any comments regarding the draft should be directed to Planner
Lindahl. The Greenhouse and Nursery amendment will be added once approved
by the city. The final version would be reviewed at the December meeting.
Review of September 23 Open House
It was a well attended open house. Comments provided by the public that evening
were included in the packet for review by the group.
November 18 Open House
It is staffs intent that this open house will start with a formal presentation followed
by questions and answers. Items that will be addressed will include the zoning
ordinance, zoning map, subdivision ordinance, parks & trails, and infrastructure.
It is anticipated one hour for the presentation, with one hour for questions and
answers. This will be the last informational meeting prior to the public hearing in
January.
