Acting Mayor Gageby opened the workshop at 6:00 p.m., on September 25, 2003,
at City Hall in Corcoran, MN. The purpose of the workshop was to address the
proposed amendments to the City’s ordinance regarding nurseries and greenhouses
within the agriculture and rural residential areas of the City. Present were
Councilors Bucher, Gageby, Lymangood, and Thomas. Mayor Guenthner was
excused absent. City Staff present included Administrator Vergin and Planner
Lindahl. There were several operators of such activities present for the discussion.
Acting Mayor Gageby explained that the intent of the meeting was to seek input
from the people that operate within the City. It is not to put anyone out of
business. The City is looking at modifications to the existing ordinance in an effort
to be proactive to possible future problems.
Other Councilors concurred that they want to make sure that the ordinance works
for the City of Corcoran.
An interactive discussion pursued between those present.
In summary it was determined that each situation will be different and through the
use of a Conditional Use Permit the City has the ability to set conditions in a
manner similar to the Home Occupation ordinance. This can address matters such
as access points, traffic impacts, lighting, hours of operation, product on site, etc.
Specific revisions resulting from this meeting will be presented for adoption at the
October 23, 2003 City Council meeting.
Everyone was thanked for their attendance. Attendees were thanked the Council
for their openness and method of involving them in the process.
MOTION by Thomas, seconded by Bucher and approved unanimously to adjourn,
6:55 p.m.
