The City Council met in special session on July 17, 2003 at City Hall in Corcoran,
Minnesota. Present were Councilors Bucher, Gageby, Guenthner, Lymangood
and Thomas; Planning Commissioners Ebert and Kluck; and staff members
Administrator Vergin, Planners Lindahl and Jansson. Excused absent was
Commissioner Hanson. Mayor Guenthner called the meeting to order at 7:00
p.m., followed by the Pledge of Allegiance to the flag.
MOTION by Bucher, seconded by Thomas to approve the agenda. Voting Aye:
Bucher, Guenthner, Lymangood and Thomas. Present, Not Voting: Gageby.

as presented. Voting Aye: Bucher, Guenthner, Lymangood and Thomas. Present,

Public Forum –
Terry Forbord of Laurent Development informed the group that Laurent
Development has contractually purchased 200 acres in the Southeast District.
They would like to be able to provide the city with a better product with many
amenities, and feel that they can achieve that by using a tool such as planned unit
development. This type of tool allows the city the opportunity to receive better
products (developments) from the developers.
Planner Lindahl summarized the goal of the meeting, to work toward a consensus,
find middle ground to create a plan for the good of Corcoran.
Zoning Map – The map has been revised to reflect properties in the Ag Preserve
program; additional R-1 zoning in the Southeast district, as directed by the
council; and identifies areas that should be developed under the PUD zoning
district. It is recommended that all properties proposed to be under the PUD
zoning be zoned to Agriculture, placing them in a holding zone which will require
the developer to request a rezoning at the time of the application. The rezoning
request would have to be consistent with the Land Use Plan.
Commercial Districts – There are six non-residential districts being proposed,
consisting of three commercial zoning districts, CR- Rural Commercial, C1-
Neighborhood Commercial, and C2 – Community Commercial.
Commercial Rural (CR) would entail the Burschville area. Discussed Adult
Entertainment businesses and the appropriateness of them in this area. The current
code requires that they be 500 feet from a residential guided zone. The ordinance
does not address Public/Institutional zones. Would like to see assurances that will
protect uses such as churches, daycares and educational facilities. Staff will look
into this further. Consensus that the CR zone would allow Adult Entertainment,
but it would not be a permitted use within the C1 or C2 zones. No other changes
were proposed to the uses identified in the CR zone.
Staff was directed to search the records on the boundaries of the CR area, was it
intended to end at the power lines or at County Road 30.

Noted that the city will create legal nonconforming uses when the new zoning
changes take place. Nonconforming structures and uses will be allowed to
continue, and they are allowed to be maintained, however they will not be allowed
to expand unless they meet the few exceptions as defined in the City Ordinance.
One other impact for nonconforming uses is that residential units within a
commercial zone may not be eligible for financing.
Neighborhood Commercial (C1) is primarily located in the existing commercial
area in downtown. There were no modifications to the identified uses, except that
Adult Entertainment was deleted.
Community Commercial (C2) is intended to serve a regional need and is located
primarily in the Mama G’s area of County Roads 101 and 30. There were no
modifications to the identified uses, except that Adult Entertainment was deleted.
Discussed the existing residential units that are located within the commercial
zones. Discussed whether the district should be modified to allow residential uses
or to require residential units to have CUPs. It was the consensus to leave the
matrix as presented with regard to residential uses.
Clarified that apartments includes condominiums.
Business Park (BP) is intended to allow business park and industrial type uses.
This zone is in the downtown area and the Highway 55 and County Road 19 area.
It was modified to include Motor Vehicle, Boat or Equipment Repairs and Sales
by a CUP.
Planned Unit Development (PUD) is similar to contract zoning in that the City
and the developer will use the standard zoning as a starting point, but the
developer will be required to provide a higher level of design and amenities
within the PUD. The PUD is primarily intended to be used in the Downtown area
and in the area along County 30 between County Road 116 and County Road 101.
A PUD can allow for greater preservation of open space through density bonuses.
It was the consensus that PUDs be used in residential areas, as tract housing is not
desired. Some concerns were shared regarding the total acreage that would be
permitted for a PUD, but feel that the standards are in place to assure control by
the City and protect the view sheds.
Public Institutional District (PI) is intended for recreational uses and large public
campus uses, such as schools and community centers. Churches are permitted
within all districts. Because this is intended for more campus-like developments,
it is proposed to have a 10 acre minimum lot size.
Residential District – Continued discussion from the previous meeting regarding
building rights. A sampling had been prepared in the NW quadrant which showed
the net impact to the city resulted in one additional lot being created by going to a
minimum lot size of ten acres. After considerable discussion it was the consensus
to maintain the current building rights, as the Council does not wish to take the
rights of anyone away that could result in a financial impact. Discussed having

larger lots. Staff will research properties when necessary to determine building
right eligibilities.
Public Input
Joe Shallbetter addressed the Southwest District, stating that he feels that the
summary of the open house is contradictory of what the neighbors really want.
Questioned how the city was going to notify the property owners of the proposed
changes and how is that area going to be served by sewer.
City is trying to keep residents informed of the process and changes proposed
through electronic mailings, newsletters and newspaper articles. Currently
working with the City of Medina for sewer services. Industrial development
would help assist existing homeowners in receiving infrastructure.
Carl Tessmer indicated that he has concerns with the density and building rights.
Questioned if it is realistic for Hennepin County remain rural.
Tom Cossette stated that he is concerned with the impact to the residential
properties in the Burschville area. That by allowing 20,000 square foot lots
Corcoran is on its way to being a Maple Grove. View sheds should be what the
property owners see from their properties, not what a motorist sees when driving
through. Think of the resident first.
Other Business
Planner Lindahl informed the group that the next meeting will be August 21.
She is currently working with the Crow River News on an article regarding the
next open house in September.
Addressed the proposed newsletter/flyer for the open house. Will bring this back
for discussion by the group once they have had an opportunity to review it.
Councilor Bucher stated that he would like to see the downtown concept plan;
changes have occurred to it and need to be sure that they are the changes that the
council wants. Lindahl responded that those plans will be at the August 21
meeting.
Announced that the next special council meeting on August 21, 2003 will start at
6:30 p.m.
Deferred the assessment of the meeting to the next council meeting on July 28.

adjourn. 9:50 p.m.
