The City Council met in special session on May 15, 2003 at City Hall in
Corcoran, Minnesota. Present were Councilors Bucher, Gageby, Guenthner, and
Lymangood; Planning Commissioners Hanson and Kluck; and staff members
Administrator Vergin, Planners Lindahl and Janssen. Excused absent were
Councilor Thomas and Commissioner Ebert. Mayor Guenthner called the
meeting to order at 7:07 p.m., followed by the Pledge of Allegiance to the flag.
Public Forum – No One
MOTION by Bucher, seconded by Gageby and carried unanimously to approve
the agenda.
MOTION by Lymangood, seconded by Gageby and carried unanimously to
approve the April 17, 2003 with the following change: Page 2, paragraph 4,
“Answers – Ability to communicate with neighbors, simple community, not too
restrictive, improved vision version of Robbinsdale,”
Planner Lindahl summarized what accomplishments were anticipated to be
achieved from this evening’s agenda.
Administrator Vergin provided information relative to the implementation budget
and funding of that budget. Since the city has learned that there are no monies
available from the Met Council the City needs to look at alternatives to fund the
gap between monies set aside and actual costs of implementing the Comp Plan. It
was noted that some of the infrastructure planning would be eligible as a Tax
Increment expenditure. Further analysis of this will be provided to the council at
a future meeting.
Clustering Ordinance – Lindahl provided the group with a summation of what
the Waste Water Commission discussed relative to a clustering ordinance. They
are willing to look at these types of systems but do not feel that the city should
engineer them. These systems would need to be proven as functioning systems. It
was agreed that there are actually two separate but overlapping issues before the
group. 1) a clustering ordinance allowing bonuses for preservation of natural
resources; and 2) a clustering ordinance that would allow for a shared septic
system. After some discussion it was the consensus that Planner Lindahl prepare a
clustering ordinance that the group can review and “pick apart” where necessary.
The ordinance should include contingency components, that if a system can be
credible then it can be considered. To be credible it would need to be proven
technically, monetarily, an optional plan be provided and that it can be
administered.

changes.

Accessory Structures on lots smaller than one acre in the urban residential areas
will need to be addressed.
Agriculture Preserve, 1030 Subd.3, e. – Keep consistent with Municipal Code, 30
acres or more is “true farming”, and should be exempt from architectural
standards. Agriculture Preserve properties will continue to be exempt from
building permit requirements per state statute.
Accessory Dwelling Unit – There was extensive discussion on whether this
should be a permitted use, and if permitted what zoning areas should it be
permitted in. Concerned that this type of a dwelling unit has the potential to
become rental property, increasing densities in areas where it may not be
appropriate. The consensus of the group was that it should be deleted at this
point, but it may be redrafted with input by members directly to Planner Lindahl.
This item will be revisited later in the implementation process.
Relocated Structures – 1030.060. Subd. 2.b. – Eliminate this section.
Height Limitations – 1030.090. – Presently there are two restrictions for building
height which are not consistent with each other. This will be looked into.
Minimum Residential Building Standards – 1030.040. Subd. 2. Presently it states
that the minimum floor area for a single family detached home is 1,100 square
feet. This was questioned as it relates to the size restrictions placed on accessory
structures and potential additional dwelling units. Staff was directed to look into
this further.
Modifications addressed during this meeting will be placed in the June packet for
the groups review; however additional discussion will not take place until a future
point in the process.
The group noted that they prefer to work with the draft ordinance, not the ta ble,
therefore staff can eliminate that.
Moratorium – Staff rasied the question as to whether or not a moratorium should
be placed on the rest of the city as some of the changes being proposed will
impact those areas outside of the MUSA. One of the key factors is being able to
protect and preserve the natural resource corridor. The consensus of the council
was that they would prefer not to create a city wide moratorium. It was suggested
that Attorney Carson be consulted on this matter, if the City would be allowed to
create a more parcel specific moratorium based on the natural resource corridor.
Noted that building rights will be a topic on a future agenda.
Additional Services from QSA - This would be for a market analysis on the
downtown area, to determine what types of businesses could be supported in that
area. The Council was in consensus to proceed with the work by QSA.

Services by QSA
Open House
Briefly addressed what would be taking place during the May 19, 2003 open
house. It will be an informal setting, with boards of samples; people will be
encouraged to use “dot-mocracy” to vote for what they like.
Discussed ways of keeping the meeting more efficient – will try to identify “hot
buttons” before the meeting and provide summaries of key components.
MOTION by Bucher, seconded by Gageby, and carried unanimously to adjourn
at 9:40 p.m.
