SPECIAL COUNCIL MEETING

The City Council met in special session on April 17, 2003 at City Hall in
Corcoran, Minnesota. Present were Councilors Bucher, Gageby, Guenthner,
Lymangood and Thomas; Planning Commissioners Ebert, Hanson and Kluck; and
staff members Administrator Vergin, Planners Lindahl, Janssen and Krall. Mayor
Guenthner called the meeting to order at 7:07 p.m., followed by the Pledge of
Allegiance to the flag.
MOTION by Lymangood, seconded by Thomas and carried unanimously to
approve the agenda.
MOTION by Thomas, seconded by Lymangood and carried unanimously to
approve the March 20, 2003 minutes.
The Planning Commission Representatives were introduced.
Planner Lindahl summarized that there would be no formal decisions requested of
the group only looking for direction. Based on the directions received draft
ordinances will be prepared for comments.
Holding Zone – Beneficial tool that provides the City with greater discretion.
Prevents premature development. Both the Future Urban Service Area and the
SW District would be appropriate, as holding zones.
Clustering Ordinance – Allows preservation of the natural resources. Protection
of view sheds. Provide density bonuses for clustering. Provide for voluntary
clustering with incentives.
Requested that staff provide information on common septic systems, in areas
similar to Corcoran that have worked. Suggested that a presentation on this for
the Waste Water Commission would be appropriate.
A five minute recess was called by Mayor Guenthner.
Downtown/Southeast Area Plan – Carolyn Krall from Landform provided an
overview of the general city on how development relates to the natural resource
inventory to the transportation plan. The city needs to develop tools now while the
city still has the ability to control development. Preserve the view sheds. Preserve
the corridors. What you see impacts what you think. In a downtown area you
should know when you arrive and when you leave. Showed samples of main
streets, types of roads and intersections.
Requested that the council and planning commission representatives completed a
questionnaire.
Question #1 – List two things you like most about Corcoran
Answers – Open space, animal stock, the people, honest and hardworking, sense
of being safe, rural nature, agricultural area, attitude of people, physical vision,
away from development, there is a common desire to keep it rural.
Question #2 – List one thing you don’t like.

Answers – Nothing, no central identifiable spot, gravel roads, no sense of place or
identifiable heart, no post office, traffic issues, 5 school districts, light and noise
pollution, downtown area.
Question #3 – As this region grows, Corcoran could become a very different
place; describe your vision of how your town might be different 10 or more years
from now.

Question #4 – If you could choose just one goal, objective or positive result from
the downtown plan, what would it be?
Answers – Ability to communicate with neighbors, simple community, not too
restrictive, improved version of Robbinsdale, getting the right kind of
combination of development, unification – such as one school district or one post
office, ward of Maple Grove, maintain own character, reroute traffic, develop a
town square, enhance the businesses that we have, will remain a bedroom
community.
Discussed having Steve Quam of Quam Sumnicht and Associates (QSA) involved
in the process to look at what types of businesses would be supported by the
proposed growth in Corcoran.
Took time to review the boards that had been prepared showing various
streetscapes of main streets including styles of buil dings and signage. The group
was asked to take some time at the end of the meeting and place colored dots on
the scapes that they liked.
Announced that the Met Council Loan application has been submitted as well as
the letter for the extension.
The next meeting will be on May 15, with the open house on May 19.
The group assessed the meeting and in general felt it was a good meeting, kept on
track, like controversy (differences of opinions), keep clear what the directives
are.
MOTION by Lymangood, seconded by Thomas, and carried unanimously to
adjourn at 9:50 p.m.
