SPECIAL COUNCIL MEETING

The City Council met in special session on February 20, 2003 at City Hall in
Corcoran, Minnesota. Present were Councilors Bucher, Gageby, Guenthner,
Lymangood and Thomas. Also present were Administrator Vergin, Engineer
Vander Top, and Planner Lindahl. Mayor Guenthner called the meeting to order at
8:03 p.m., followed by the Pledge of Allegiance to the flag.
Mayor Guenthner announced that the Council will be conducting special meetings
on the third Thursday of every month, commencing at 7:00 p.m., for the purpose
of conducting business relative to the implementation of the Comprehensive Plan.
Mayor Guenthner further announced that the Home Occupation Commission
which is held on the third Thursday would now begin at 6:00 p.m., rather then
7:00 p.m.
MOTION by Thomas, seconded by Lymangood and carried unanimously to
approve the agenda.
MOTION by Lymangood, seconded by Gageby and carried unanimously to
approve the minutes of the February 8, 2003 special meeting.
Administrator Vergin summarized the administrative and maintenance tasks
identifying the costs that would be incurred by the city. Those costs are related to
use of outside staff. As most of the Administrative and Maintenance tasks are
related to the normal work load of the city staff those costs were not accounted
for, however it was noted that the hours spent on those tasks can be tracked.
Planner Lindahl reviewed the zoning and subdivision tasks. Those tasks will
involve several meetings between staff; staff and council; and staff, council and
public. It is anticipated to have one meeting a month with the council lasting
approximately 2 hours. During that process the Natural Resource committee will
also be meeting and working on ordinances and policies relative to the NRI.
Lindahl reviewed the proposed schedule with meetings commencing in March of
2003 and concluding in February of 2004. She noted that the schedule does
require a commitment of everyone.
Engineer Vander Top provided an overview of the NRI items. Sherri Busse from
Bonestroo will work on those items with the Natural Resource Committee.
As for the Infrastructure Concept Plan that will be worked on simultaneously with
the zoning and subdivision ordinances and the NRI matters. The Tier II and
Financial Plan will be scheduled once the concept plan is completed.
Directives provided by the Council based on the discussion and overview of the
project schedule:
1. Forward a copy of the project schedule to the Met Council.
2. Have a dialogue with Hennepin County regarding transportation
issues. (Request someone be present at 3/13/council meeting.)

3. Contact the Legislators for an exemption from the statutory
requirement to adopt all rezoning within nine months of adopting
Comprehensive Plan.
4. Apply for the Met Council Loan.
5. Extend out the Council Calendar for the entire year.
6. Contact the Natural Resource Committee members to reactivate the
group.
7. Check into DNR grants.
MOTION by Thomas, seconded by Lymangood and unanimously approved to
request that Landform and Bonestroo prepare draft agreements identifying tasks
and budgets (not to exceed) for consideration by the council at the next regular
council meeting.
MOTION by Thomas, seconded by Gageby and carried unanimously to adjourn,
9:07 p.m.
