The purpose of the workshop was to address the City’s preliminary 2005 Budget. Present were Councilors Bucher, Gageby, and Lymangood, and City Administrator Vergin. Councilor Thomas and Mayor Guenthner were excused absent. Acting Mayor Lymangood extended an invitation to Mayor-elect Tom Cossette to join the council at the table, and participate in the discussions. Cossette accepted the invitation. Open Forum No one was present. MOTION by Bucher, seconded by Gageby, and carried unanimously to approve the agenda with the addition of items 7.a. Fire Advisory Report, and item 7.b. Laurent proposal Review of Truth in Taxation Material Administrator Vergin reviewed the material that will be provided during the Truth in Taxation Hearing. A graph prepared by Councilor Bucher will be modified and included in the material. Council requested that an emphasis be made on the reserve fund policy and projected balance at year ending 2004. Tax capacity comparisons will be provided. A complete review of the line item budget will not be done, but will let public know that copies are available. The cities to compare Corcoran to will include Greenfield, Medina and Dayton. Mayor Elect brought up discussion regarding the cost comparison between the City’s police department and the Hennepin County Sheriff. The Council directed that this matter be placed on the next council agenda for discussion. Other Business Acting Mayor Lymangood provided a brief overview of the last Fire Advisory Committee meeting. A draft of the contract with the Hamel Volunteer Fire Department will be coming forward to the council in December for consideration. It was noted that the proposed Laurent development will provide 25% to the city’s market value.
