Mayor Guenthner opened the Budget workshop at 6:32 p.m., on July 21, 2004 at
the Corcoran City Hall. The purpose of the workshop was to address the City’s
preliminary 2005 Budget. Present were Councilors Guenthner, Lymangood, and
Thomas. Councilors Bucher and Gageby arrived later in the meeting. City Staff
present included Administrator Vergin, Clerk/Treasurer Tillmann, Police Chief
Schutte and Public Works Director Meister.
MOTION by Thomas, seconded by Lymangood, and carried unanimously to
approve the agenda as presented.
Mayor Guenthner requested that staff provide a timeline for the 2005 budget
process, including workshop and meeting dates, and other dates relevant to the
budget process.
Administrator Vergin provided an overview of legislative actions affecting the City
during this budgeting process, including the absence of levy limits, the controversy
relating to the disbursement of Local Government Aid, Market Value Homestead
Credit, and Pay Equity Compliance.
Councilor Gageby was present at 6:35 p.m.
Administrator Vergin proceeded with an overview of proposed budget changes for
2005. The only increases proposed by staff at this time are for employee wages
and benefits and items or services that the City has been notified that will be
increasing next year. Discussion was held regarding the resurfacing of the tennis
courts and the possibility of adding a half Basketball Court at the City Park.
Council directed Public Works Director Meister to obtain additional cost
information and report at the next Budget Workshop.
Councilor Bucher was present at 7:24 p.m.
Mayor Guenthner added that the intent of this workshop is to further define the
Council’s priorities for 2005. Specific items, and how those items relate to the set
priorities, will be addressed at later workshops. Discussion was also held
regarding an EDA levy in 2005. Council agreed by unanimous consensus not to
pursue an EDA levy at this time.
Mayor Guenthner called the next budget workshop for Wednesday, August 3, 2004
at 6:30 p.m. at the Corcoran City Hall. Councilor Bucher advised that he has a
conflict and will not be attending. The following discussion items were identified:
• No tax rate increase in 2005
• Engineering items related to the SW and SE Districts, the City of Maple Grove
and Greater Corcoran
• Reserve Policy
• Identification and Description of City Funds
• Budget Timeline

MOTION by Thomas, seconded by Bucher, and carried unanimously to
adjourn the workshop at 8:34 p.m.
