Mayor Guenthner opened the workshop at 7:30 p.m., on June 17, 2004 at the
Corcoran City Hall. The purpose of the workshop was to address the Council’s
Goals and Objectives. Present were Councilors Bucher, Gageby, Guenthner,
Lymangood, and Thomas. City Staff present included Administrator Vergin,
Clerk/Treasurer Tillmann, Planner Lindahl, Engineer Vander Top, Police Chief
Schutte and Public Works Director Meister.
MOTION by Bucher, seconded by Thomas and carried unanimously to approve
the agenda as presented.
Mayor Guenthner provided an overview of the process to be followed during the
meeting and sought input from the Council. Councilor Bucher advised that he
reviewed the agenda and placed items in priority order based on geographical
location in the City (i.e. SW corner, 2004 – 2010 areas, greater Corcoran) and then
ranked agenda items based on the geographical breakdown. Mayor Guenthner
added that he hoped the discussion would identify areas where Council would be
heavily involved, and identify other areas where staff would be take the lead and
address with Council as time allows. This workshop would help identify priorities,
objectives, time and financial resources and timeframes to accomplish said
objectives. Planner Lindahl reported that the development moratorium has to be
lifted by November 2004.
Council identified items on the agenda as high, moderate and low priority.
Council identified the following items as high priority: Tier II Plan, collaboration
with the Cities of Medina and Loretto regarding services to the SW corner, and
economic development in the SW corner. Engineer Vander Top reported that the
Met Council requires the Tier II plan before sewer services can be provided in the
City. Most of this plan is completed. Upon completion, the Met Council must
review and approve it. Vander Top advised that it would take approximately two
months to complete.
Discussion was held regarding economic development in the SW corner. Council
agreed that the issues related to Economic development are important, but most
likely not possible until collaboration issues with the Cities of Medina and Loretto
are worked out. MDG can assist with this, and are in the process of compiling
information requested by the Council at the June 10 Council meeting.
Requested that Administrator Vergin prepare a summary statement for review at
the June 24, 2004 Council meeting.
Brief discussion was held regarding storm water management throughout
Corcoran. Councilor Bucher suggested that policies be drafted and then financing
mechanisms be explored. Bucher further reminded Council and staff not to forget
about greater Corcoran. The city receives recurring drainage complaints primarily
from existing properties as opposed to new development.
Discussion was held regarding ways to increase communication with residents.
Council agreed that this is an area where staff should take the lead and identify
opportunities for the

Tribune West Metro Edition. Discussed time and expense involved in putting
together the City newsletter. Councilor Thomas suggested the possibility of
sending out three regular newsletters annually, and two to three short informational
letters from the Mayor or City Administrator between newsletters, targeting
specific issues or events happing in the City. Also suggested using the Community
Sign at County Roads 10 and 116 to advertise City meetings and business.
Discussion was held regarding the 2005 budget process, and associated policies,
such as rate of increases, fund reserves, and long term planning. Discussi on was
also held regarding ways to reduce the role of government while still maintaining
or increasing the level of service provided to the community.
MOTION by Bucher, seconded by Thomas, and carried unanimously to adjourn
the workshop at 9:17 p.m.
