The City Council met in special session on January 15, 2004 at City Hall in
Corcoran, Minnesota. Present were Councilors Bucher, Guenthner, Lymangood
and Thomas; Planning Commissioners Andersen, Ebert, Kluck, Kohnen, and
Stieg; and staff members Administrator Vergin, Planner Lindahl and Engineer
Vander Top. Excused absent was Councilor Gageby. Commissioners Spaeth and
Alternate Johnson were in the audience. Mayor Guenthner called the meeting to
order at 7:00 p.m. followed by the Pledge of Allegiance.
Met Council Representative Roger Scherer and Staff member Robin Caufman
were acknowledged in the audience.
MOTION by Lymangood, seconded by Bucher and approved unanimously to
accept the agenda as modified, moving item 5. Residential Tour Discussion after
item 6.
Public Forum – No one was present.
Developer/Landowner Input on Draft Ordinance
Laurent Development
Terry Forbord of Laurent Development, along with John Uban, Paul Heuer and
Tim Brown were present to address the group. An overview of their master plan
community in Woodbury, Dancing Waters, was provided. Addressed potential
development scenarios, including a financial analysis for property located at
Highway 101 and Hackamore. Under a regular R-1, 20,000 square foot lot, 200
unit development, the City would receive revenue of approximately $453,000 per
year. Under a PUD, 420 unit development, the City would receive revenue of
approximately $848,000 per year. When including area charges and building
permit fees the city would realize an additional $2,289,500 in fees through the
PUD development. Identified common goals that they believe the city and Laurent
Development have, provide lifecycle housing; provide transitions between multi-
family and existing residential areas; be respectful of the topography, wetlands
and woods; and link open spaces with trails and sidewalks. Concluded that the
consumer expectations are higher, therefore need to raise the bar by providing
incentives and flexibility for developers to create more desirable communities.
Southwest Business Park District Coalition (SBPDC)
Tony Kuechl on behalf of SBPDC addressed the group. The Coalition is excited
about providing high quality business parks to the City. Their concerns center on
setbacks relative to commercial and business development. Mr. Kuechl provided
some site plans indicating the impacts that the proposed ordinance would have,
along with some suggestions to soften those setback requirements.
It was noted that this evening’s agenda intent was to allow developers and
landowners the opportunity to speak to the proposed ordinances. That at the
February 19 meeting the Council may address zoning changes if they feel they are
necessary.
Streeter Companies
Ken Streeter addressed the group on a specific parcel of property where two
staging time lines for sanitary sewer exists; would like council to re-look at that.

Also noted his concern with setbacks being proposed in the commercial and
business districts, and preferred that the lot size in the C1 District be one acre.
Residential Tour Discussion
Mayor Guenthner acknowledged Planner Lindahl for the exceptional work she
had done with the Tour Guide Book.
All members were urged to comment on what they found during the tour.
The following is a summation of the comments:
Like tie to school; like roundabouts; like monuments; front porches created
friendly atmosphere and implied security; liked garages setting back, becoming
secondary to the house; street layouts in some where successful; higher densities
were achieved with amenities such as transit and boulevard trees; some areas were
confusing with signage and roundabouts; Liberty & Legend in Stillwater could be
in downtown Corcoran, creating a walk able community; narrow roads create on
street parking problems; some areas did not provide amenities on the sides or
rears of lots; alleys not liked; prefer mixture of housing, not a lot of affordable
housing clustered together.
Ms. Caufman informed the group that the Met Council classifies affordable
housing in 2003 at $170,000.
It was questioned if the regulations being proposed by the city do what they want
them to do. Do they permit, promote and prevent?
Need to be aware of the impact that a development makes on the community as a
whole; should not be seen when driving by; mixture of housing types meets the
life styles for all, grandparents and children can live in the same neighborhood;
perimeters and interiors should be landscaped; narrow streets may be detrimental;
work with environment, use it as an asset; landscaping creates warm feeling;
architectural designs can create rural character; need flexibility to create a quality
of life for all.
Public Comments
Roger Scherer commented that he has been watching Corcoran going through this
process and complimented the city on the process that they have taken, can be
proud of what has been achieve.
Tony Kuechl stated that senior housing has a higher density, however traffic
generated is much less.
Chad Robran – other ways to create pleasing aesthetics should be utilized, need to
provide choices to future residents.
Next Steps
Set topics for the next special meeting of February 19, 2004 – address commercial
and retail, calculating densities, PUD densities, street widths, setbacks, and
infrastructure information.
MOTION by Lymangood, seconded by Bucher and approved unanimously to
adjourn, 9:12 p.m.
