These items are action steps the City Council directed staff to proceed with at the March 11, 2021 meeting. The following is an overview of the planned staffing changes for the remainder of 2021 and recommendations for inclusion in 2022*. An organizational chart showing a recommended 2022 staff plan is attached to this report. Administration: 2021 • Administrative Services Director: Updated job description • Finance Manager: Additional new full-time position Administration: 2022 • Intern: Additional new full-time temporary position • Part-time Utility Billing: Additional new part-time position Public Works: 2021 • Public Works Director: Updated job description • Maintenance Supervisor: Updated job description (currently Crew Leader) • Maintenance Worker: Additional new full-time position Public Works: 2022 • Administrative Assistant: Additional new full-time position (including building permit assistance) Item 2. 2 • Utility Superintendent/Operator: Additional new full-time position for water/sewer Public Safety: 2021 • Office Manager: Updated job description (currently Administrative Assistant) Public Safety: 2022 • Sergeant: New additional position • Administrative Assistant: Transition from part-time to full-time • Community Service Officer: Additional hours *An additional review of planning and engineering staffing needs may alter this plan. Staff would also like to discuss the opportunity to adopt a compensation philosophy for the City. As growth continues and operations become more complex, it is a high priority to attract and retain talented employees. Staff envisions this effort to include the following: 1. Review and establish a group to compare existing compensation. 2. Complete review and present findings to the City Council. 3. Establishment of a compensation philosophy related to comparable organizations. 4. Implementation of compensation changes to reflect the compensation philosophy. Staff would like to discuss the possibility of obtaining a consultant to assist in this process. Proposals would be brought to the City Council for future approval. Attachments: 1.
