Present were Mayor Larkin, Council Members Ken Kluck, Ernie Mayers, Ken Guenthner, and Dixie Lindsley. Also present were City Clerk Stacy Doboszenski, City Planner/Administrative Coordinator Roger Bromandcr, Police Chief Paul Schutte, and City Attorney Jeff Carson. There were approximately 8 people in attendance at the meeting. SET AGENDA The Agenda was set with the following additions: • Diane Thompson, 19600 Larkin Road, Request for Street Lighting for the Intersection of Larkin Road and County Road 116 • Unemployment Claim Filed by Robert Seward • Application/Resolution for CDBG Funding for Rockford School District PIP Program PLANNING COMMISSION P RT: LAND D VI ION NO 98-01 AIR QUEST BY ELAINE N K�RAD TO CREATE A 6�62 ACRE PEL FROM A 36 ACRE PALCEL, LOCATEDT 9820 BECHTOLD ROAD, ID - 1 -23 23 0004 Council discussed access to the 29 acre parcel. On a motion by Larkin, seconded by Kluck to approve Resolution No. 1998 - 09, A RESOLUTION APPROVING LAND DIVISION NO. 98-01, A REQUEST BY ELAINE NIKRAD TO CREATE A 6.67 ACRE PARCEL FROM A 36 ACRE PARCEL, LOCATED AT 9820 BECHTOLD ROAD, PID #09-119-23 23 0004. Motion carried unanimously. LA DIVISION NO. 9-02 A REQUEST BY ARTHIM THOMPSON T D A ADDITIONAL 2 ACRES TO HIS EXISTINGPARCEL, LOCATED T 1960 LARKIN ROAD, PID 25-119-23 24 0002 Councilor Mayers questioned the reason for the application. On a motion by Larkin, seconded by Mayers, to approve Resolution No. 1998 - 10, A RESOLUTION APPROVING LAND DIVISION/COMBINATION NO. 98-02, A REQUEST BY ARTHUR THOMPSON TO ADD AN ADDITIONAL 2 ACRE PARCEL TO HIS EXISTING 8 ACRE PARCEL, LOCATED AT 19600 LARKIN ROAD, PID #25-119-23 24 0002. DIRK BLUNDELL, SKETCH PLAN APPROVALTHE CREATION OF SIX RESIDENTIAL LOTS FROM A 533 ACRE PARCEL, LOCATED AT 22985 LE DRIVE, 4 19-23 32 0002 Roger explained to Council that this is sketch plan only; does not require Council action at this time. Mayor Larkin stated that he has some comments on the sketch plan having six lots located on a private driveway. He stated his concerns with private roads. Mayor Larkin also raised the concern of the lots being ten acres in size. There was discussion regarding large lots and the original farmstead being exempt. Councilor Mayers stated that the fact of exempting the original farmstead should be brought to the attention of the Metropolitan Council. The applicant was present and stated that the preliminary plat will be coming forth shortly. AMFNDIN r SECTION lOB.05 "PERMITTED SIGNS IN COMMERCIAL AND INDUSTRIAL DISTRICT Councilor Kluck questioned the shape of the structures that would be allowed. On a motion by Kluck, seconded by Lindsley, to approve the Planning Commission recommendation 2 to amend Section 1 OB.05 "Permitted Signs in Commercial and Industrial Districts". REQUEST BY ARNIF ESTERBROOKS FOJJ 12 MONTH EXTENSIQhl OF PRELIMINARY PLAT APPROVAL Off' DALCO ACRES, THE _SUBDIVISION OF THE DAVID DALBEC MP E$ r On a -motion by Kluck, seconded by Mayers, to approve the 12 month extension of the preliminary plat of Dalco Acres. Motion carried with Kluck, Mayers, Lindsley, and Larkin voting aye; Guenthner voting no. CONSENT AGEI M Councilor Kluck questioned the telephone cassette recorder purchase. He also questioned the reimbursement to Maple Grove for the special assessment against Lavonne Odenthal's property. City Clerk Doboszenski clarified. On a motion by Mayers, seconded by Lindsley, to approve the following consent agenda items; • Approval of List of Claims 193 - 233 • Approval of the February 26, 1998 City Council Minutes Motion carried unanimously. OTHER BUSINESS Article in the PaperRegarding the Hit and Run Case Mayor Larkin read the article out loud which stated that the Police Department has approached the City Council for street lighting for Maple Hill Road, and the Council has declined. Mayor Larkin then questioned Chief Schutte when he has ever asked the Council for street lighting on Maple Hill Road. Chief Schulte stated that this is the first he has ever heard of this request. This lead to a discussion on the street lighting. Councilor Guenthner stated he would like a general cost analysis of street lighting along areas of County Road 116, and what the County's participation would be. Councilor Kluck questioned whether Wright Hennepin would consider installing lights. Council consensus was to have the City Engineer look into the costs associated with installing street lights. Un=lo=ent Claim Eiled by Robtd Sew Councilor Lindsley stated that there is only one way that the Council can dispute the claim, that is if he is attending school. There is a discussion on unemployment compensation and unemployment tax. Council consensus was to not dispute the claim for unemployment. Personnel Policy Discrenancv Mayor Larkin introduced the item of overtime and comp time for public works employees. There was a discussion on the policy of the public works attending Council meetings. Councilor Guenthner stated that his proposal would be that if they need to bring something to the agenda, that someone be notified. It was also discussed that only one person be in attendance. Councilor Mayers feels that there is a lack of communication, that is all there is. He then suggested getting a larger time card for room for explanation of overtime hours. Councilor Guenthner suggested that one person attends the council meeting if invited by Council, and if an agenda item needs to be added, that it be routed to the liaison. He further stated that a report on how time is spent is a good idea. Councilor Lindsley explains that there is no management level anymore, and that the Council needs to take some responsibility. Guenthner recommended the Clerk put language together for the personnel policy regarding attendance at Council meetings. 222 Councilor Mayers questioned the attendance of the Police Chief at the meetings. Bill Theis was at the meeting and stated he lives across the street from the public works shop and very seldom sees the public works employees in the office, He further explained many of the things that the public works crew does when there is not snow to plow or roads to grade. He then suggested appointing one person to take over the department. Council consensus was to direct the Clerk to draft a paragraph on meeting attendance, for Council's review, to be added to the personnel policy. Application for CDBG Funds for Rockford School District PIP Progr Clerk Doboszenski briefly explained the Playground in the Parks (PIP) Program to the Council. On a motion by Larkin, seconded by Lindsley, to approve Resolution No. 1998 - 11, A RESOLUTION APPROVING SUBMITTAL OF A REQUEST FOR PROJECT FUNDING FOR THE 1998 URBAN HENNEPIN COUNTY CONSOLIDATED POOL COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND AUTHORIZING SIGNATURE OF SUBRECIPIENT AGREEMENT WITH HENNEPIN COUNTY AND ANY THIRD PARTY AGREEMENTS. Motion carried unanimously. Letter fr School District r ferrin menRights Mayor Larkin briefly discussed a letter received by Council from the Rockford School Board requesting that they be notified of any transferring of development rights out of the school district. This lead to a brief discussion on transferring development rights. No action was taken. Corcoran Clean-142 Day On a motion by Guenthner, seconded by Lindsley, to approve the expenditure for three roll -off dumpsters at $100 each. Motion carried unanimously. Northwest League of Cities Councilor Mayers gave an update from the Northwest League of Cities meeting he attended on Wednesday, March 11, 1998. He stated that Jim Grubbe from Hennepin County would like to meet with the City regarding the County shop located in Burschville. Mayers informed the Council that the County Road 19 improvement project will happen in 2001. He then named a number of areas that will be seeing road improvements this summer. Lor Lee Request for Internship Council consensus was to write a letter to Lor Lee indicating that there is nothing available. Also to suggest to him to voluntarily attend comp plan and Council meetings. ADJO Mayor Larkin adjourned the meeting at 8:11 p.m. ia 4 w-; E City Clerk 0 V Mayor
